Summary of Role:
Whilst the HR department is based in Watford, this role is to provide HR Manager support specifically for our Facilities division and their contracts based in Wales, specifically Office for National Statistics and Welsh Government. These fall under the 'Government West' sector. The role would also be expected to provide HR Manager support for any future contracts in the Welsh region. Due to the wide geographical spread of these contracts, travel will be required and most locations in Wales will be suitable as a home address.

This role will be the 6th HR Manager within Facilities (each covering their own sector), and reports into the Divisional Head of HR for Facilities. There will be a requirement for some visits to the head office in Watford.

The purpose of the role is to understand how the Divisional Business operates and its strategic objectives in order to provide operational support to the Divisional Business, by delivering a quality HR service that meets both the short and longer-term objectives of the business.
The successful candidate would need to work independently and autonomously by providing advice, support and management of individual or team-based human resources issues and problems, delivering information and services as and when required: consistently, on time and to standard.
To successful candidate would help to deliver the HR Business plan in line with the Divisional Business plan.

Tasks & Responsibilities:
* In conjunction with the HR community, reviews, develops and implements HR Strategy, Policies & Procedures
* Keeps up to date with current legislation and best practice
* Supports the divisional business in understanding, implementing and promoting effective people management techniques
* Evaluates the divisional business needs and contributes to improving the business performance
* To work with business leaders to identify and mitigate risks of business plans in terms of employee relations
* Supports line managers on organisational design and culture change issues so they meet the current and future requirements of the divisional business
* Encourages continuous improvement and innovative approaches within the divisional business
* Manages change initiatives and programme implementation to support the delivery of the divisional business objectives
* Monitors service provision and takes action when required to ensure continuous improvement
* Supports the divisional business to enable it to manage absence
* Takes an active role in implementing HR projects from time to time
* Inputs, extracts and compiles information from HR Information Systems
* Provides the divisional business with accurate and timely information/advice on employment law, policies and procedures to ensure their effective, fair and consistent application within the bounds of best practice and in line with the organisation values and relevant regulations
* Liaises with internal and external specialist practitioners

Qualifications:
CIPD Level 7 is desirable.
Professional Membership:
Associate CIPD is desirable.

Relevant Experience:
Experience in a similar operational HR Manager role, ideally for a main FM provider. Proven ability to deal with high volume Employee Relations matters, including sickness absence, disciplinary, grievance, capability, TUPE etc.
