The Facilities Manager / FM Hard & Soft Services Manager will be involved in leading the day to day delivery of all hard and soft Facilities Management Services across the Council's operational estate, ensuring the effective and safe operation of all operational buildings for the benefits of service users, visitors and staff.
Managing maintenance, improvement and compliance works across the estate, managing contractors and project teams as required.

Financial dimensions:
Budgetary responsibility & amount. Equipment, cash, property etc. for which employee is responsible.Responsible for staffing, consumables and day to day operating budgets. Responsible for budgets provided for works or specific projects on a case by case basis.

Key areas for decision making: All staffing matters in respect of the Facilities operations team (hours, shift patterns etc), job priorities, building maintenance, health & safety and compliance and project related activities.

Key accountabilities and result areas:
Staff Management
All elements of management of Facilities in-house staff including performance management, target setting and quality monitoring taking corrective action as required;
Setting rotas, developing call out schedules and monitoring attendance to ensure that necessary services are provided at all times and that staff resources are utilised I the most efficient manner;
Providing appropriate training and development programmes to encourage Facilities Assistants to take on broader roles in areas including maintenance and repairs
Encourage staff to meet their full potential and foster teamwork by creating an environment where ideas and innovation are explored and existing practices are challenged where improvement is considered possible.

Service Development
Contribute to the development of the Council's Facilities Management and Asset Management strategies and policies to ensure an excellent, consistent and customer driven service is delivered across the Council's operational portfolio;
Evaluate current working practices and recommend improvements in line with service delivery requirements and resources. Identify ways to improve value for money, efficiency and/or effectiveness in all activities;
Engage and regularly communicate with building users including establishing a rolling programme of Building User Group meetings across the Council's operational estate to receive feedback on any issues; and
Assist the Corporate Facilities Manager and Head of Property in scoping, procuring and managing third party works and services.

Facilities Management
Ensure that all buildings are open and closed as required and that daily building inspections are undertaken and all issues logged at the earliest opportunity;
Ensuring the safety of staff and visitors by implementing security protocols, preventing unauthorised persons entering buildings/land, using/monitoring CCTV, encouraging the wearing of staff ID badges, patrolling buildings and grounds and responding to or escalating any issues identified;
Ensure that all systems and processes are function and up to date to support the work of Facilities Assistants and others, including CCTV etc;
Manage and monitor the delivery of all day to day activity in respect of security/concierge services, portering, post, deliveries, cleaning, snow clearance/gritting and furniture moves etc and ensure that buildings are kept clean and free from litter/debris;
Ensure that all front of house services are provided to a high standard under a professional and customer focussed approach that presents visitors with a positive impression of the Council; and
Ensure energy usage is effectively monitored and managed across the Council's operational estate and actively take steps to reduce energy usage where possible.

Building Maintenance
Manage Facilities Assistants to undertake a programme of minor works/light maintenance tasks (i.e. painting, replacing light tubes, unblocking toilets, rehanging doors etc) in an efficient and cost effective manner;
Ensure that the need for repairs, maintenance and small building works are identified and logged and manage any works undertaken by contractors and suppliers to ensure quality and timescales are met within the agreed budgets;
Develop reactive, planned and cyclical maintenance and repairs programmes and support procurement processes as required. Manage staff or contractors undertaking works and ensure that appropriate safety measures (i.e. method statements) are in place and that works are completed satisfactorily; and
Ensure that all contractors are in possession of relevant building information (i.e. health and safety file and asbestos records) prior to commencing any works.

Health and Safety
Ensure that all Council owned buildings comply with relevant legislation and that appropriate systems and processes are in place to maintain compliance and identify any potential issues at the earliest possible opportunity;
Ensure all Council owned buildings have up to date operating manuals and procedures for all aspects of the facilities service and that they are situated within the appropriate buildings and are available for inspection at all times;
Assist in the coordination and response to emergency situations 24/7, 365 days per year either remotely or, where necessary, on location. Produce out of hours procedures, including duty rotas, and keep them regularly updated; and
Ensure that all relevant/appropriate risk assessments are completed and regularly updated. Implement any required activity to mitigate any identified risks and ensure that the Council's buildings remain safe for use by staff, visitors and members of the public.

Financial Management
Be responsible for relevant premises budgets, ensuring that services are delivered within budget;
Actively identify ways to reduce costs and/or increase income;
Purchase equipment and materials with due consideration of value for money and ensure the service is delivered in the most efficient and effective manner; and
Support the development of submissions into the Building Management Fund and Capital budget setting process.

Project Management
Scope, specify and procure services and works in respect of defined projects as required or requested by the Corporate Facilities Manager.; and
Undertake assigned projects ensuring that agreed outcomes are delivered on time, within budget and to the expected standard.

Customer Care and Communication
Providing high levels of customer care to ensure that Council services are accessible to all;
Ensure that any customer complaints or enquiries are responded to in accordance with agreed Council procedures;
Produce and periodically review staff and customer service standards to ensure the service continues to be relevant and meets customer's expectations; and
Support the Council's various transformation programmes.
All other duties commensurate with the grading of this post as directed from time to time by the Corporate Facilities Manager; and
Deputise for the Corporate Facilities Manager by attending meetings or undertaking their duties as required during any periods of absence
