One of our local authority clients are currently recruiting for a Business Change Analyst. This is a temporary contract for 5 months with possible further extension based on budget and performance.

Main Purpose of Post/Job Summary

* This role exists to support operational leaders at all levels, inside and outside of Staffordshire County Council, to identify and action the most appropriate service transformation to maximise the delivery of prioritised outcomes and commissioning objectives, in line with the organisations Operating Model and within defined constraints e.g. resource, time, etc. The success of the role will be measured through the extent of the delivery of agreed benefits identified within each area of transformation in line with corporate outcomes and objectives. Tactically deploy appropriate transformation approaches and tools to achieve the role outlined above that will mainly, but not exclusively, align with levels 5 through 8 below in the design triangle.

* This post will have a major impact on how SCC and its partners become more efficient in using their resources in an ever-tightening financial environment. This high-profile post will work closely with senior leaders, key stakeholders, senior service managers and their staff, and TSU colleagues and utilise appropriate business design approaches that are tailored to individual portfolios and projects.

Duties and Responsibilities

* Undertake targeted analytical work for Senior Business Designers at a portfolio of services level to engage with senior managers at the earliest stages of organisational planning. Do this through using strategic approaches and architectural models to help the seniors shape the vision, strategies and direction / type of transformation activity in line with the councils agreed operating model.

* Conducting ad-hoc research and data analysis to tight timescales in the early phases of portfolios and projects to support Senior Business Designers re-shape service design at a strategic level and facilitate decisions on broad direction.

* Support portfolio managers by leading the provision of expert design input at the project initiation, shaping and business case stages to ensure a clean and appropriate set-up of projects to ensure one holistic and integrated TSU plan is developed for each supported initiative, that ensures TSU and service resources are used efficiently.

* At a project level design, lead and manage complex multi-agency change interventions through the utilisation of a range of high-level design approaches dictated by the context and constraints posed by the project.

* Engage with sponsors, operational leaders, portfolio & project managers and stakeholders to gain agreement, ownership and commitment to design work, ensuring successful and sustainable delivery of change.

* Employ a range of consultancy techniques to engage stakeholders, and to manage and appropriately escalate issues arising that ensure 'good enough' design approaches that deliver an appropriate level of sustainable outcomes and benefits based on the trade-off between cost, time and quality, where there are high levels of ambiguity.

* Provide reporting information to Portfolio and Project Managers relating to delivery of design components and resource utilisation in line with agreed reporting processes and schedules, escalating issues as appropriate in a timely manner to key stakeholders.

* Organising and facilitating structured and unstructured meetings, workshops and other change events for a range of audiences including senior managers, service managers and their teams, internal and external stakeholders and clients to make sure agreed outcomes are achieved.

* As a member of the TSU, you will be required to undertake work for external clients ranging from ad-hoc pieces to large projects/design interventions and as a result you may be asked to work on site at the clients chosen location on a temporary basis.

* Act as a role model and ambassador for the TSU through having a professional and competent manner at all times to enhance the reputation of the TSU within and outside of the organisation.

* To be responsible for delivering the SCC's "Equality for All" Policy to relevant areas of work.

* To be responsible and comply with health and safety responsibilities as outlined in the SCC Health and Safety Manual.
