Indicative job specification

You will:

* use your experience of community engagement to work with Pakistani community groups to make a difference

* through your outreach and engagement activities, build trust and encourage participation in the census, ensuring that the data it subsequently provides is representative of everyone

* be responsible for carrying out engagement with communities in a specific area

* understand your area and engage the communities within it

* build strong trusted relationships with these communities, growing networks of key intermediaries and leaders to ultimately ensure the maximum number of people complete their census questionnaire

* use your engagement, communication and language skills to raise awareness of the census, secure offers of support and arrange activities to support people to complete their census questionnaire

* be managed by a census engagement manager, who is responsible for engagement with all the communities in the area. You'll need to work closely with your census engagement manager, who is responsible for engagement with all the communities in the area with them and any other community advisers in your team

Main responsibilities

These will include:

* positively engaging with the Pakistani community to support and encourage everyone to complete their census questionnaire.

* contributing to a local engagement plan by researching, developing and implementing strategies to effectively engage communities in your area

* organising and leading outreach activities, such as community workshops and giving presentations to local community groups and others, to encourage involvement and participation

* building relationships with organisations, faith and community leaders and working with them to actively promote taking part in Census 2021

* identifying people's concerns and the issues that might prevent them from taking part in the census and working to overcome them, giving explanation, reassurance and help

* planning, organising and running activities where you'll help people complete the questionnaire

* raising awareness of the support available and ways people can complete a census questionnaire

* working with the census media team and census engagement managers to identify and contact local community media outlets (such as community radio stations and newspapers) and giving interviews, including broadcast interviews, if required

* using social media to promote the census and assist with engagement with communities in your area

* promote census jobs in your local area, in particular encouraging applications from the communities you work with

* show a strong commitment to achieving the goals of the census

* acting as a contact point for advice and information for the community

* documenting and reporting regularly on the work you are carrying out

* complying with any ONS policies on people, security and health and safety

Skills and experience

You'll need to:

* have experience of working in community engagement or outreach. This may be in a paid or voluntary capacity

* have the ability to develop and manage relationships

* have excellent organisational skills and the ability to prioritise to achieve deadlines

* have excellent written and verbal communication skills including delivering presentations and compiling reports

* speak English

* speak Punjabi or Urdu to a sufficient standard to confidently discuss the census in every-day terms, in that language

* have awareness of diversity when delivering a service

* have IT skills, including experience of using a variety of software

* have good decision-making and problem-solving skills

* be resilient - you'll be supported by colleagues and your manager but much of the time you'll be working on your own

It would be desirable for you to:

* have knowledge of the area you'll be working in

* have media and/or interview experience

* hold a current full UK driving licence and/or have the use of a motor vehicle (insured for business use) for which a mileage allowance will be paid (in certain areas this could be considered essential)

Main requirements

You'll need to:

* be competent in using a mobile phone, tablet and laptop and have access to the internet

* spend the majority of your working time in your geographical work area

* be prepared to use your home as an office and be able to receive, check and securely store small items and supplies (you'll need to let your insurance company know that you'll be working from home)

* undertake training and attend meetings as required

* be available from 26 October 2020 to 7 May 2021 (there will be leave restrictions during this time)

* be willing to work unsociable hours or have the flexibility to work the hours to best support the community (this will include some evening and weekend work)

* be able to travel outside your work area, for example to attend meetings

Annual leave requirements

You are entitled to 28 days' holiday per annum, calculated on a pro rata basis by reference to the number of Contractual Hours and any Additional Hours worked for ONS. Your holiday entitlement includes the usual public holidays in England and Wales.

There are restrictions on when holiday can be taken due to operational reasons, including the first four weeks of employment and from 11 January 2021 to 7 May 2021. Any unused holiday will be taken in one block during the specified holiday week, which is the last week of the employment period.
