We have an exciting opportunity for an experienced Policy Manager to join our Policy and Public Affairs team to lead the Centre for Perioperative Care (CPOC)’s ‘Influencing Policy’ theme. You will play a critical role in developing, delivering and evaluating a major, UK-wide policy-influencing project, making the case for the central importance of perioperative care to COVID era health and care transformation – and to the Government’s vision for the future of healthcare and public health.

Never has there been so important a moment to institute rapid, large-scale transformational change. Perioperative care is a key part of the solution to that change. Coronavirus has overwhelmed the NHS’ ability to provide elective surgery and has “detonated a time bomb” under the waiting time crisis. For the 250,000 high-risk surgical patients with complex needs having surgery each year their risks, the likelihood of further deterioration in their health and of complications after surgery have increased. With 50% of NHS hospital costs accounted for by just 7% of in-patients with complex needs, the cost of care is increasing, compounded by an inequalities gap: 28% of those aged 65–74 living in the most-deprived fifth of England have four or more such needs.

 

Your day-to-day tasks will include:

  • Leading on all aspects of the design, delivery and evaluation of a major UK-wide influencing project to transform the surgical, perioperative pathway 
  • Managing the project’s budget
  • Actively supporting efforts to raise new funds by ensuring that, in the development and delivery of the influencing project, fundraising is a core activity
  • Actively engaging CPOC’s Executive Group and membership to include them in the project delivery; playing a leadership role in CPOC’s external engagement, building networks that positively enhance our profile and reputation 
  • Encouraging greater cross-departmental and collaborative working
  • Playing a supportive role in the development and delivery of the College’s wider strategic priorities 
  • Being a brand ambassador for the College and for CPOC, through supporting delivery of CPOC and the College’s communications strategy 
  • Keeping up to date with policy, legislative, regulatory and research environments for major developments relevant to perioperative care and maximising the potential benefits or mitigating any risks

 

Our ideal candidate will have:

  • Ability to design, deliver and evaluate complex, integrated policy influencing projects and strategies, including planning and managing a project budget
  • Demonstrable experience of working effectively in a policy influencing function, ideally within a Medical Royal College or health/social care
  • A good working knowledge of how medical or healthcare services research and policy development in the UK is funded and managed 
  • Strong interpersonal skills and an ability to work with both internal and external stakeholders at all levels
  • Understanding of and ability to work in, a membership organisation
  • Educated to degree level, or equivalent
