I am looking for a Contracts Analyst to be based in Birmingham.
Salary: GBP30150- GBP37700 + 15% flex fund
Duration: Permanent
Job purpose
The Contracts Analyst role represents an exciting opportunity to work at the heart of the organisation, within the Corporate Contract Management Team, to deliver value for money by assisting the MI and Planning Manager in ensuring that information is accurate, is monitored and analysed according to specific criteria and that contract risks are monitored and assessed systematically.
The core expectation of the Contracts Analyst will be to monitor and report against the Corporate Contract Management Team's portfolio of contracts, highlighting variance from budgets, associated risks and corrective actions. Further to this - due to the fast-paced, ever-changing environment at the company - the Contracts Analyst will also be expected to fulfil a broader support role.
Role of Directorate/Department
To support the delivery of the company's strategic goals by building value adding supply chains with sustainable commercial relationships. To do this we must: -
* Successfully achieve the award of all contracts required to deliver the construction, testing, commissioning and operation of HS2 in a fair, transparent, and non-discriminatory manner, by the agreed dates (as per Utilities Contract Regulations 2016);
* Provide commercial support and decision-making across all HS2s contracts and manage those contracts to ensure that they deliver the strategic objectives of the project throughout the term of the agreement and deliver demonstrable value for money;
* Support the delivery of HS2's strategic goals by building value adding supply chains with sustainable commercial relationships that deliver value and comply with HS2's obligations set out in the Development Agreement and any associated Undertakings and Assurances;
* Negotiate Commercial Agreements with third parties, coordinating interfaces and integrating across contracts and suppliers;
* Ensure that HS2 has the goods and services required by the organisation to guarantee success across each stage of the delivery lifecycle.
The role of the Corporate Contract Management team is to offer leadership, advice and support on all aspects of managing corporate contracts to all HS2 Directorates, from developing Contract Management Plans, managing contract variations and undertaking contract compliance checks through to mobilising new contracts and working with Corporate Procurement to coordinate re-procurements.
Specifically, the team assist Directorates in the management of corporate contracts. Within these contracts the team has to ensure that value for money for HS2 is being achieved, that the delivered result meets the business requirements and assist in ensuring contract compliance and value for money.
The team also works closely with Legal and Governance to ensure that HS2 Ltd complies with EU Regulations.
Accountabilities
The Contracts Analyst will report to the Contract Performance Manager. The main accountabilities will be to:
* Work with the Contract Performance Manager to ensure timely and accurate reporting in accordance with programme governance.
* Examine requirements, collate and manage large amounts of data, and produce meaningful outputs to inform business decisions.
* Provide on-going operational support to the Corporate Contract Management Team to ensure data capture and management processes are consistent and accurate.
Additional accountabilities may include:
* Analysis on a range of commercial and technical information
* Setting up and facilitating meetings and information sharing with other functional areas
* Development of reports and presentations to update key stakeholder groups
* Ad hoc support to high-profile projects
* Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI
Skills:
* Experience of managing large amounts of data and producing management reports to a high degree of accuracy, in accordance with programme governance reporting standards
* Experience of contract terms and lifecycles
* Skilled in the use of Microsoft Excel and VBA coding
* Communication skills with ability to produce documents, slides and reports, coupled with presentation skills (E.g. Microsoft Office)
* Analytical skills with the ability to research new ideas and trends and test new methodologies

* Assisting a team of 16, who are managing a wide range of c.200 corporate contracts across HS2's directorates.
Key contacts
* The Contracts Analyst will work closely with the MI and Planning Manager, but will also provide ongoing MI analytical support to the wider Corporate Contract Management Team (16 FTE). The analyst will also need to foster strong reporting relationships with more senior stakeholders, such as the Procurement Operations Director, as well as the Corporate Procurement Lead and Corporate Procurement Business Partners.

Complexity
