Avocet Staffing are looking for an experienced Registered Care Home Manager for our client who are based in the Essex town of Harlow.
My client's service has been established to; support, nurture and guide children and young people aged 11-18 (admitting only up to the age of 17), accommodating up to 3 placements at any one time. The service will assist the children to mature into confident, independent and healthy young adults through residential care, on site educational support, emergency intervention and therapy services. The home is capable of making provisions for children with a background including neglect and abuse with emotional and behavioural difficulties. Through a rigorous matching process, the home ensures that it is best suited to support the needs of the children. The home does not provide services for those who have physical disabilities.
The home's culture ensures the children are provided with a feeling of homeliness rather than a feeling of being institutionalised. This culture also reinforces their self-esteem, feeling of belonging and aspirations. We aim to provide a child-centred and individualised approach to the care provided to the children helping them achieve their outcomes, all within a homely environment. This approach includes the ongoing support of children with their present underlying difficulties, including off-site intervention, whilst placing an importance on their long-term goals, serving to plan for their future.
Purpose of Job:
To join a team offering a comprehensive residential service to children and young people, the aim being to ensure the physical, social and emotional care and development of the young residents and the establishments.
To carry out the duties and responsibilities listed below, in conjunction with the requirements detailed by the Responsible Individual, Statement of Purpose and Ofsted's Regulations on behalf of my client.
To be accountable to the Responsible Individual. Also to be responsible for ensuring a high standard of childcare practice through the day to day running of the Residential Home.
Managing staff and the home, liaising with Social Services, other agencies, parents, teachers and other professionals. Deal with complaints, escalating issues as and when required.
As the Registered Home Manager, you will have overall responsibility for the day-to-day running of the Home.
Aims and objectives of the role:
My client is committed to safeguarding and promoting the welfare of children and young people and expects all staff to share this commitment.
Their aim is to offer a caring, supportive residential environment for the young person in its care. As part of this environment, a stable and consistent framework of appropriate routines and behavioural boundaries is seen as being of paramount importance.
Many young people entering residential care, bring with them, as a result of previous learning and damaging experiences, attitudes that test and push these boundaries. Therefore it is essential that the living environment be such that it balances care with control.
It is recognised that in a positive, supportive and safe environment, staff may be able to divert a young person's energies away from destructive and inappropriate behaviour.
The aim of this approach is to help young people to understanding what is socially acceptable behaviour on which to base their future life in the community.
Duties and Responsibilities
Management of staff
Responsibility for the management and supervision of all staff working with the home's children.
To ensure all staff have the skills, knowledge and ability to carry out their duties effectively, whilst identifying areas for professional development.
Responsible for the recruitment of staff and undertake staff performance management.
Ensure that all staff are aware of their roles and responsibilities in relation to the care of the children, including the role of the key worker.
Chair and participate in meetings and reviews, as and when required.
Ensure that the standard of care delivered by all staff meets children's care standards.
Ensure all staff follow the practices laid out in the clients Statement of Purpose.
Ensure that all staff are made aware of the variety of intervention strategies to work with children and young people in our care.
Promote and actively encourage the delivery of a safe, structured and nurturing environment.
Undertake monthly supervision of all staff, discussing and documenting areas relating to; care quality, any concerns, requirements for support, and professional and personal development.
Working with children
Work as part of the care team, focusing on children's outcomes
To co-ordinate and participate in the induction of all admitted children
Conduct a risk assessment of all admitted children
Be available as the first port of contact for placing authorities
To be available 'on-call', resolving emergency situations
Be attentive to the children's emotions and their relationships, making decisions in their best interests.
Ensure that the dignity of all children and young people in residence is upheld and trust the children are given choice and flexibility as far as it is possible in relation to their expressed wishes.
Ensure that written reports for related agencies, Courts etc., are made available when required.
Ensure that records are kept, and relevant procedures are adhered to.
Ensure that educational and counselling programmes are strictly adhered to.
Ensure that the client procedures and policies are adhered to by all members of Staff.
Common duties and responsibilities when working with children
Ensure the emotional and physical wellbeing of all the children by meeting their needs in line with Ofsted's Care Home regulations 2015 and the client Policies and Procedures.
You must familiarise yourself with the Fire, Health and Safety procedures and report unsafe practices and conditions that present a safety risk.
Seek opportunities for each child, providing support were required, in the areas of, education, leisure, mental health, physical health and general development.
Pro-actively work with placing Authorities maintaining good working relations.
To be responsible in the event of fire, for raising the alarm, alerting the fire brigade and assisting in the evacuation of the children to a place of safety.
Produce, co-ordinate and edit reports.
Where required act as a nominated officer for a variety of certification purposes, e.g. fire, first aid, health and safety training.
Safeguard and promote the welfare of the children.
To undertake any other duties requested by management.
Demonstrate a commitment to the vision, aims and core principles of the client and be prepared to contribute towards these aims for betterment of the children.
Be responsible for ensuring a high standard of childcare is provided through the day to day practice of the client.
Ensure the home is kept clean.
Ensure that the dignity of all children and young people in residence is upheld and trust the children are given choice and flexibility as far as it is possible in relation to their expressed wishes.
Organising the home
Responsibility for organising staff rotas, including cleaning and cooking
Ensure the home has sufficient information regarding access to support agencies.
Ensure that staff understand and are fully aware of the daily routines of the home.
Maintain financial related records.
Ensure that children's reviews and meetings are delivered within the required time scales.
To assess the placing authorities, care plan for each admitted child and setting-out the home's plan (allocation of staffing, finances, etc...) to deliver services to satisfy the child's requirements.
Encourage an open culture within the home, one in which children can complain and are listened to.
Ensure that all staff work within a non-discriminatory environment.
Ensure all staff understand the home's agreed practice in the storage of records/files, ensuring compliance with regulations including Data Protection Act.
Ensure that all administrative requirements (risk assessments, 'Quality of Care' reports, etc...) of the home are fulfilled and in such a way that they are compliant with good childcare practice, homes procedures, Company policies and Children's Regulations.
Liaise with Social Services, other agencies, parents, teachers and other professionals. Deal with complaints, escalating issues as and when required.
Meet with the RI regularly to discuss the carrying on of the home.

Undertake and participate in any training programmes which are relevant to the management of residential care home staff
Pay and Conditions
STARTING SALARY: GBP38,000 pa plus performance related bonus
ON CALL ALLOWANCE: Within salary
PENSION: Membership of a Pension Scheme
LEAVE: 28 day pa including bank holidays
RESPONSIBLE TO: Responsible Individual
PROBATION: Appointments are subject to satisfactory completion of a Probationary period, of 6 months.
DBS CHECKS: Will be required for this post.
