One of our local authority clients are currently recruiting for a Waste Facilities and Enforcement Manager. This is a temporary contract for 4 months with possible further extension based on budget and performance.
Main Purpose of Post/Job Summary
* The postholder will be responsible for the effective leadership and management of services within the area of Waste Facilities and Enforcement, and includes: Management of Waste Recycling Facilities, Waste Disposal Facilities and Bring Site locations.
* The postholder will contribute to the achievement of departmental, directorate and Council targets with respect to waste reduction and increased recycling targets.
* The postholder will ensure that the waste facilities are provided in accordance with all relevant legislation and maintained to the highest standards, regularly reviewed to meet customer needs and operated in a manner to meet recycling targets / best practice.
* The postholder will ensure the delivery of high-quality services delivered against an operational plan, for services within the postholder's area of work.
* The postholder will be expected to be conversant with regards the application of various legislative instruments relevant to the Waste Management Department and to ensure that the Department exercises its Enforcement responsibilities in an effective manner.
* The postholder will be responsible for the ensuring of excellent customer relations between Council's waste staff and the public at waste disposal facilities within the remit of the postholder.
Duties and Responsibilities
* Responsible for day-to day management of Household Recycling Centres within the Council area ensuring no contamination to land, air and water.
* Ensuring sites are compliant with site licence conditions as issued by licensing authority and that sites operate within conditions of a site operational plan.
* Ensure that processes at the sites to receive and handle wastes are appropriate and developed to ensure that Council's recycling targets are met
* Responsible for ensuring a planned maintenance schedule is in place for all aspects of site operation including building, grounds, equipment and CCTV maintenance.
* Responsible to ensure appropriate arrangements and contracts are in place, relevant to the servicing of the sites. Responsible to manage the performance of such contracts.
* Responsible for direction and management of drivers reporting to postholder, vehicles, contractors and specialist service vehicles to ensure efficient and effective servicing of the Council's sites, in accordance with the Council's Policies.
* Responsible to ensure the appropriate operation of calibrated weigh-bridge systems within the sites, to ensure the validation of materials moved from the sites
* Ensure the production of accurate recycling statistics is relevant to the sites.
* The postholder, as a manager, will participate as a member of Waste Team within Waste Processing, specifically to develop and appraise measures to achieve recycle rates as endorsed by the Council.
* Approve invoices for payment in accordance with the postholder's area of responsibility and in accordance with Council's policy relating to payments for services.
* Manage call-out arrangements in relation to Facilities under the postholder's control.
