Our local authority client based in Warwickshire are urgently seeking an experienced Tenancy Services Officer. (IBS / Capita Housing Management system)

The role:

To minimise rent arrears in very challenging times.
To deal with nuisance and ASB in a proactive way to achieve long term resolution
To deal with Tenancy Management issues including; sign up, MX, LIO, tenancy transfers, property condition and any other tenancy related matter.

Acting promptly and in accordance with the Councils policies and procedures if Tenants fall into rent arrears. This will require officers to have a sound knowledge of welfare benefits and will include serving Notices of Seeking Possession promptly where appropriate and presenting cases in the County Court.

To take a pro-active approach to tenancy management issues for a designated area of the Borough. This will include:

Providing tenancy management services in accordance with service standards

Ensuring tenants maintain their conditions of tenancy. This will include visiting proactively as well as reactively to check property condition.

Dealing with succession, changes of tenancy and assignments

Taking action where someone has been left in occupation

Working with officers dealing with estates management.

Taking a partnership approach where appropriate to resolve individual tenancy issues and specific estate issues.

To work with the Options and Lettings Team to ensure that vacant properties are let quickly in accordance with the Council's policies and procedures, and to visit tenants requesting a transfer, to carry out sign ups of tenancy ensure that new tenants are given comprehensive information about their tenancy and the Council's service to them.

To ensure prompt and effective action is taken when there is a persistent or serious breach of a tenancy conditions. Officers will act in accordance with the agreed polices and procedures including the requirements for escalation. This will include:

Providing services to Tenants suffering nuisance in accordance with the Council's service standards for dealing with anti social behaviour

Investigating and taking prompt initial action against breaches of tenancy involving nuisance and neighbour disputes.

Monitoring cases of persistent breaches of tenancy. If the breaches continue and are not addressed by the tenant provide a report to the Tenancy & Neighbourhood Services Manager recommending action.

Liaising with support agencies to resolve problems of anti social behaviour

Liaising with and passing to the Tenancy and Neighbourhood Services Manager serious cases of persistent anti-social behaviour.

Working with the Tenancy & Neighbourhood Services Manager when a tenant has serious rent arrears and has also breached another condition of their tenancy.

Initiating legal action over breaches of tenancy, working with the legal services team and advising tenants accordingly.

Monitoring and reporting case work to the Tenancy & Neighbourhood Services Manager using the recording systems in operation.

To manage the Council's stock of garages for a designated area of the borough. This will include enforcing tenancy conditions, monitoring rent accounts and taking enforcement action as well as reporting on under usage so that the Council can take corrective action.

To develop and sustain a positive relationship between the Council and its tenants. This will include:

Carrying out routine visits to tenants with a view to addressing any tenancy management issues and preventing fraudulent behaviour.

Visiting new Tenants in accordance with the Council's procedures and resolve any issues that may have arisen.

Arranging meetings with Tenants where appropriate and attending local tenant meetings to discuss tenancy management issues with tenants

Candidates must have recent use of IBS / Capita Housing Management system, have a proven record of managing rent arrears, be proactive in dispute resolution and committed to Team working to get the job done.
