I am currently recruiting for an experienced Systems Data Analyst to work with my client, a Greater London Local Authority, on a contract basis.

The postholder will be responsible for management of all data and systems solutions with the Procurement Strategic Service and will ensure a compliant and robust audit trail, spend analytics reports and contracts register. They will also provide training support for systems use to procurement colleagues, and will monitor the effectiveness of the systems use, highlighting areas for development and any ideas to improve department efficiency

Tasks may include:

Manage the Capital eSourcing etendering system to ensure a single hosted eSourcing system
Maintain an up to date list of all data sets held by the council
Obtain suitable data sets from various sources within and outside the council to enable data matching or data mining to take place
Write appropriate scripts and manipulate the data in such a way that two or more data sets can be matched to generate anomalies
Carry out basic checks on anomalies identified to determine if they are error or potential fraud
Retrieve intelligence from on-line and other sources
Evaluate data from various sources including manual and computer files and identify relevant records, contradictions, clues/leads to assist evidence gathering
Maintain a library of all the scripts written and data sets matched so that tests could be performed again at a later stage or in future periods
Maintain accurate and up to date computerised records to monitor the team cases/projects in accordance with guidance given
Liaise with any contractors, external agencies or partners to ensure that local and national data matching exercises can be carried out successfully and in a timely manner
Ensure the systems used are fit for purpose and highlight areas for improvement.
Maintain details of the results of national exercises as well as locally inspired data matching so that the effectiveness of each exercise can be evaluated
Train colleagues and other Council Officers on the systems and regularly review to ensure the systems are being used correctly and all data is readily available
Ensure compliance with the Data Protection Act when dealing with data and any exchange of data between parties
Promote equality of opportunity and a healthy and safe environment in the delivery of services and employment practices
Answer telephone queries, complaints and correspondence from the public, employers, staff, other sections and organisations in line with agreed policy and procedures
Maintain the records and be the key holder for security items required for evidence for court tribunal or hearings
To ensure the effective and timely response to Freedom of Information requests
