Portsmouth is a city that is going places, and some major council-led regeneration schemes are set to help to unlock the city's potential.

The biggest of these is an GBP84m project improving coastal defences around the whole of Portsmouth. Southsea seafront will be the highest-profile area worked on as an area widely used by the city's residents that also attracts millions of visitors every year.

The new coastal defences along Southsea seafront that will stretch for 4.5km from Long Curtain Moat to Eastney Barracks and provide protection to 4,114 homes and 704 businesses currently at risk of flooding.

We need a talented, creative communications professional to make sure our residents and stakeholders are well-informed and engaged.

The major projects teams are working closely with marketing and communications to ensure key target audiences, from the residents and businesses who are directly affected by the projects, to local and national media, are well-informed about the projects, and the wider regeneration of Portsmouth.

What is the role?

The role's initial focus will be coastal defence projects but in future years will work on other regeneration schemes in the city as they arise.

The major projects communications and engagement officer will be managed by the communications manager, and co-located between the marketing and communications team and relevant project team, as well as engaging directly with local communities and key stakeholders, including commercial and public sector partners. The co-location arrangement enables the post to benefit from professional marketing and communications support, while being fully embedded within the projects it supports.

The post holder will be based in the council's Civic Offices headquarters in the heart of Portsmouth's city centre. The post will work as part of the marketing and communications team, which provides the council with a full marketing communications service, including managing media relations, marketing, graphic design, brand and corporate identity, internal communications, market research and digital channels.

The major schemes communications and engagement officer will:

* lead on marketing, communications and engagement strategies for major schemes, managing all communications around the major projects and ensuring communications are evaluated and deliver against clear SMART objectives

* research, develop and produce a range of tools, from creative campaigns and publications to engaging social media and web/e-communications, to professional corporate literature, targeted to meet the needs of diverse audiences, from local residents to commercial stakeholders

* lead on and manage direct engagement with local communities, ensuring residents/businesses that are directly affected are well-informed, using a range of hands-on engagement methods, from events and roadshows to social media

* manage communications with key stakeholders, including councillors, businesses and commercial and public sector partners

* lead on effective media management for the projects, undertaking proactive and reactive media relations to meet clear strategic objectives

* evaluate all communications activity against SMART objectives

* contribute to the council's corporate communications, including publications, web, and social media

Who is the person?

We are looking for an excellent all-round communications professional with the right skills and experience, but also the drive and enthusiasm, to successfully lead on communications for our high profile projects.

You'll need to have:

* a communications, marketing or PR degree and/or professional qualification OR substantial experience in a communications, marketing or PR role

* proven experience successfully leading on communications, marketing and engagement for an organisation or major project

* a track record developing and delivering successful targeted communications strategies and campaigns designed to engage a wide range of target audiences, delivering results to clear SMART objectives

* proven experience working directly with local communities, using a range of tools to effectively engage with a range of audiences

* experience co-ordinating and delivering face-to-face communications with a range of audiences, including giving confident presentations and running exhibitions, events and roadshows

* the confidence to liaise and negotiate with a range of stakeholders, inside and outside the council, and the ability to adapt your approach to your audience

* ability to produce a wide range of creative and effective communications

* proven experience of effective use of social media

* proven experience of effective media management

* knowledge and experience of market research

* excellent evaluation skills, so you can demonstrate your work delivers

* excellent time management skills, including the ability to work to tight deadlines and prioritise a hefty workload

* enthusiasm, drive and determination to deliver results
