About the role

The Procurement Business Partner will support colleagues throughout the business to procure (buy or obtain) goods or services. We spend around GBP25 million each year on goods and services and need the right person to ensure we deliver value for money.

You will also be responsible for:

Develop a Procurement Strategy.
Promote and embed procurement strategy and policy throughout the organisation.

Work closely with departments to evaluate, identify and understand procurement requirements and help deliver fit for purpose solutions that drive value for money.

Evaluate and report upon procurement outcomes and achievements, helping the organisation demonstrates its value achievements.

Identify targeted procurement activity through analytical reporting.
Engage with budget holding stakeholders to scope, agree and deliver procurement projects.

Ensure all procurement policies and processes meet legal requirements and are in line with best practice and offer expert advice.

Manage formal tendering and other procurement processes in line with Welsh Government directives and EU regulation.

Report on procurement activity with particular focus on value for money achievements and outcomes.

For a range of categories take responsible for developing and managing the full procurement cycle from sourcing and tendering process to outcome reporting.

Use external data on a bespoke basis to test existing service provision and provide analysis to support the shaping of an appropriate solution that includes fresh ideas and innovation.

Lead stakeholder groups and other subject matter experts in the development of specifications.

Take responsible for and act as sign off for all tender evaluation criteria, terms & conditions, OJEU notices, SQ & ITT packs for major procurements.

Utilise the Sell2Wales e-tendering portal and be responsible for ensuring compliant processes are following including all supplier clarifications.

Be comfortable running procurement related workshops with residents, customers and suppliers.

Support the Director of Development & Asset Investment, and take the lead in tender evaluation, financial appraisals, whole life costing, and take the lead in supplier negotiations and managing risk effectively throughout the process.

Ensure the organisation awards contracts compliantly in line with all appropriate legislation.

Understand the value of effective procurement and can demonstrate a consistently effective approach to a wide range of projects.

Co-operate with relevant health and safety legislation, policies and procedures in the performance of the duties of the post.
