Brief Description
You will use your expertise as a Site Manager to provide support to Project Managers; assisting from the initial planning stages and ensuring that the building blocks for each of the projects are firmly set in place. You will report to the Works Delivery Manager and act as Network Rails day-to-day site representative, responsible for ensuring Network Rail assets are kept safe and in serviceable condition by carrying out necessary site inspections / monitoring and providing support for mitigation works with minimum impact on the environment & operational railway.
The job holder will have to work collaboratively with the train companies, station management and asset manager, as well as other key stakeholders in the business. The job holder will also manage and monitor progress of the supply chain and maintain close records of performance.

The role requires both skills and knowledge of the construction and building industry. This Safety Critical role will manage both projects and faults, many of which could be of an emergency nature and require the job holder to be able to plan, scope works within the buildings, stations, line side operational buildings across the route at short notice.

About the role (External) Key Accountabilities:
Support a Works Delivery team to deliver a range of reactive, maintenance and project works, including inspections and renewals.
Responsible for the safety of everyone on site a responsibility youll take extremely seriously.
Play a hands-on role engaging with the team, contractors and other stakeholders including outside parties.
Responsible for managing day to day faults by attending site visits and using in-house field date management system.
Manage the preparation of work specifications and plans.
Maintain a regular and frequent site presence at all sites and to continually inspect / monitor and carry out mitigation works to any reported defects found on site.
Monitor so that site activities comply with the Guide to Railway Investment Projects (GRIP), relevant rules, regulations, Railway Group and Network Rails company standards and all applicable procedures and legislation.
Review in conjunction with the Project Engineer, the contractors method statements and site-specific risk assessments.
Monitor by liaison with appropriate Network Rail personnel whether arrangements for access, possession, storage, worksites etc. have been made to facilitate the efficient completion of work.
Monitor by a programme of regular pre-arranged inspections the quality of the contractors work.
Instruct contractors in accordance with powers delegated. Where remedial actions are required monitor so that non-conformance reports raised are closed out in an auditable manner. Direct changes as appropriate.
Inspect completed works and survey for the readiness of portions of the work for inspection and for the recording of the outcome and the control of any remedial works required.
Monitor progress of the works by regular site visits and inspections, comparing work in progress with contract documentation, and information given at site meetings and with the overall contract programme.
Encourage an awareness of the importance of HSQE and good workmanship by regular communication with all contractors site staff
Check whether the contractor complies with Network Rail policy in accident/incident reporting and investigation and assist with conducting investigations.

Essential Criteria
Experience of managing the production and delivery of a comprehensive and compliant work programme
Able to demonstrate, promote and embed safe working behaviours.
Excellent communication and influencing skills, both in person and in writing.
Knowledge of Microsoft word / excel / power point etc
Comfortable working shifts including days, nights and weekends
The job holder is required to hold a relevant TRACK SAFETY competence.

Desirable Criteria
Hold or be working towards an NVQ level 3 or 4 (or equivalent) in a relevant subject or have attained an appropriate level of knowledge through equivalent relevant experience
Able and willing to drive vehicles as required by business need

This role may involve days, nights and weekend working, and is a safety critical role so subject to drug and alcohol testing and passing of the relevant medical assessment.
