Recruiting a Compliance Surveyor to join our Property Services Team in Westminster!

GBP50,000 to GBP55,000 per annum, dependent on experience, plus 25 days Annual Leave, Pension schemes, Staff discounts, healthcare and more. This role is working 35 hours per week.

Job Overview

This is a new role principally responsible for improving the compliance relating to fire safety and implementing any new legislation, building recommendations and good practice.

The post holder will be responsible for the delivery of the remedial actions coming out of fire risk assessments to ensure that the organisation remains compliant in its fire safety duties as a landlord. This role will be responsible for the interpretation, analysis and implantation of fire risk assessments, fire alarm installations, fire precautions works and fire compartmentation surveys. They will complete pre and post inspections to support the Senior Compliance Manager with the quality of products and service to all compliance and specialised service contracts delivering statutory and regulatory activity.

To address defects within properties the Compliance Surveyor will provide detailed reports, technical specifications and engineering solutions. They will then deliver projects from inception to completion ensuring compliance, value for money and that the quality of work is achieved to the highest standard. The Compliance Surveyor will ensure good financial management of allocated budgets and provide periodic reports on actual and forecast spend.

Key Accountabilities

Operational
- Act as the lead on the delivery of fire safety works programmes and ensure that all works are completed within agreed timescales and KPI's to the required standard and quality
- Review all fire remedial actions and provide technical specifications and engineering solutions to ensure compliance and value for money
- Provide up to date information on fire safety KPI's
- Ensure completion of remedial actions from any notice received from LFB
- Carry out pre and post inspections for all areas of compliance as required
- Provide technical advice on building defects and diagnosis to the organisation
- Ensure that all databases are continually updated and all required certification is provided on completion

Contract Management
- Visit sites to monitor contractor performance against KPIs and to validate servicing and remedial works
- Assist in the procurement and tendering of new contracts and preparation of briefs and appointment of external consultants and contractors
- Effectively manage contractors and consultants delivering repairs, servicing and projects ensuring they comply with contractual obligations
- Ensure all projects and services are effectively managed including monitoring costs, progress, performance against KPI's, ensuring regular progress meetings take place

Finance & Budgets
- Authorise works up to the delegated authority for the post
- Ensure budget responsibilities are met, promptly raise any concerns, feeding into forecasting and business planning purposes as required
- Work with Project Managers to ensure all works are compliant and provide value for money
- Promote a culture of value for money and sound financial practice within the role

- Support collaborative and cross functional working and share resources across the Property Services Team and Housing Service. Provide technical advice and support to colleagues
- Liaise with residents undergoing works to their home, dealing with their needs sensitively and obtaining feedback. Explain plans and specifications to a non-technical audience

Skills, Knowledge and Experience

Essential
- Recognised formal qualification in building services or construction and/or qualified by experience
- Excellent knowledge and experience of managing fire safety in supported and specialised housing schemes, and of maintaining residential buildings in relation to fire safety
- Experience in undertaking inspections particularly around fire safety in buildings
- Knowledge and understanding of landlords statutory repair, maintenance and H&S responsibilities
- Knowledge of Asbestos, Water quality, Gas and Electrical Safety
- Good contract management skills
- Experience of budget management and project monitoring
- Proven IT skills
