Michael Page Procurement are pleased to be supporting our Public Sector client with the appointment of an interim National Contracts Manager.

Description

Working as part of an already established team you will be responsible for negotiating and managing a variety of business critical commercial contracts and framework agreements for the provision of goods and services.

Key Responsibilities Include:

Working in partnership with suppliers and internal Directorate customers to manage the contracting process end to end, to ensure that all interested parties needs are met.
Ensuring compliance with Public Procurement Regulations including the legally mandated OJEU Directives and the internal Standing Orders and Standing Financial Instructions at all times
Responsible for delivering contracts that are robust, free from risk, legally binding and importantly cost efficient and effective. Ensuring that the our client can demonstrate to the public through the scrutiny of audit both internal and external, that it obtains best value for money on its contracted non-pay expenditure and achieves savings targets.
Co-ordinates and plans own work and the work of individual staff via a work programme.
To develop a robust communication process with both suppliers and customers for all contractual matters, consulting, negotiating and influencing routinely and regularly.
Meet with customers and suppliers regularly and to lead the procurement input e.g. pre-tender meetings, post tender clarification, contract reviews, customer directorate management meetings.
Discuss detailed contractual issues with internal customers and ensure customer support for procurement involvement and recommendations.
To negotiate with suppliers in order to achieve best value for money, ensuring that suppliers understand contracting requirements.
To sell the benefits of the procurement process to non-purchasing staff.
To deal with issues as they occur, the issues may be complex or sensitive and will require tact and diplomacy. Answers may not be readily available nor will there always be precedent.
In consultation with the Purchasing Manager, manage and implement tender and contracting processes ensuring that the internal customer and suppliers understand these.
To liaise with the Quality Directorate as appropriate in order to ascertain current quality standards applicable to product/service ensuring suppliers meet these standards.
To build relationships with customers, to ensure they have a good understanding of the correct procurement process.
To ensure that the Purchasing Team is recognised as a centre of excellence, and act as the first point of contact for all contracting matters for a given product/service portfolio.
Provide advice to customers and suppliers (where applicable) regarding procurement policies, procedures, Standing Financial Instructions, Standing Orders and Public Procurement law, terms and conditions, specifications, and specific procurement processes/projects.Profile

In order to be successful you will need a broad category management background ideally having managed IT and professional services categories within a public sector organisation.
