The Role Responsibilities

• Design and provide input to the overall governance structure for the entity from a CFCC perspective.
• Liaise with regulators, internal and external auditors and bank on CFCC matters
• Develop and manage the compliance framework
• Implement and perform compliance monitoring/surveillance programmes
• Develop applicable compliance policies and procedures and ensure they are aligned with regulatory requirements
• Coordinate and drive the entity AML/CFT risk management and control process
• Keep abreast of regulatory developments and advise the management on their impact on the business

Detailed responsibilities

Regulatory Liaison and Relationship
• Key liaison contact person with the relevant regulators.
• Build, manage and maintain effective relationship with the relevant regulators

Controls Development and Implementation
• Develops Compliance policies and procedures applicable to the business.
• Assists in the development and enforcement of product standards and controls.
• Participate in strategic initiatives of the company
• Works collaboratively with the business and relevant risk functions.

Product and business advisory work
• Provide CFCC (Compliance, Financial Crime and Conduct) coverage and advice to the business.
• Identify material regulatory and reputational risks in the business.
• Anticipate and assess key regulatory and product risk trends in the business for management consideration and drive the development and implementation of appropriate risk mitigation measures.
• Review and provide compliance inputs on processes designed by the Business to ensure compliance with regulatory requirements and the company's policies.
• Undertake continual assessment of regulatory risks associated with new/ existing products and markets.
• Approve new products and new business initiative (as relevant).
• Review and approve of new deals / transactions (as relevant).
• Assists in management and implementation of the product compliance coverage framework and in the preparation and distribution of management information in relation to the product compliance coverage.
• Research changes in regulations and assess any impact/implementation action to be taken on/by the business together with the relevant subject matter experts

Monitoring/Reporting
• Prepares papers/ reports for the relevant governance bodies.
• Ensures timely escalation of incidents, control breaches to relevant stakeholders - senior management in Compliance, Business management, local country management and other risk stakeholders.

Governance
• Establish and maintain appropriate risk based compliance frameworks for identifying, assessing, managing, monitoring, mitigating and reporting compliance risks across the business.
• Develop and recommend (for approval by the relevant Risk Committee), appropriate compliance policies and procedures.
• Ensure appropriate product governance measures are in place so that product approval documents reflect all relevant regulatory requirements.

Regulatory & Business conduct

• Perform other responsibilities assigned under Group, Country, Business or Functional policies and procedures (as applicable).

• Possesses core technical knowledge in laws and regulations applicable to the business.
• Has a core grasp of the sales and transactional activities of the business, its operating model, and its key risks with emphasis on the role of a Custodian.
• Understanding of the regulatory risks relevant and associated with the provision of the product offering.

Compliance skills
• Core knowledge in risk identification, risk assessment, controls development, training, monitoring and reporting.
• Core experience, shown by demonstrable achievements in the above areas.

Leadership skills
• Ability to partner with other senior business and risk function management.

Analytical skills
• Core ability to analyse relevant laws and regulations and co-relate regulatory issues to products and business models.
• Core ability to identify and articulate compliance issues, and to make clear decisions / recommendations in their regard.

Communications and client management skills
• Ability to engage with key regulators (UK / EU / SG / HK / US) and government bodies.
• Core ability to ensure that relevant stakeholders receive relevant and timely information on developments in compliance or in the business, with the priority on ensuring "no surprises".
• Ability to lead discussions around complex problems with relevant stakeholders.
• Ability to drive the compliance agenda with the rest of the entity.
