Our Client has ambitious plans for the growth of Swindon with an increasing amount of new development works which will continue to grow and as a result increases staffing resourcing demands on the Highway Authority.

The Highway Authority seeks a Clerk of Works to oversee the construction and /or completion of a number of more recent and historic development estates within the Borough.

The Clerk of Works will assist and support our current Clerk of Works in monitoring Section 38 & Section 278 works across the Borough including Tadpole Garden Village, Badbury Park, East & Middle Wichel and various other development sites.

The development works are varied and provide an interesting work load from small to larger scale developments.

A flexible working pattern is possible and the candidate must be willing to work at differing times due to changing demands and works activity.

Key Accountabilities

1. Oversee and when required, direct the construction of new roads, cycle-ways and footpaths, ensuring compliance with current design criteria and in accordance with the Borough agreed standards.

2. Inspect and recommend for adoption as highway maintainable at public expense, newly constructed highway infrastructure, inclusive of structures, drainage, street signs, landscaping and street lighting.

3. To take responsibility for the identification of non-conformity during construction and instigate and monitor remedial work.

4. Liaise with engineers and development managers to agree site driven design amendments and ensure that these are documented and recorded.

5. Produce and maintain accurate records showing site visits, inspections, directives and matters arising.

6. Instigate and organise intrusive and non-intrusive testing of materials and workmanship post construction and where necessary, direct remedial action.

Knowledge & Experience

* Substantial experience of site works and Highway construction

* Current highway design standards and national specifications

* Specification for Highway Works (SHW)

* Design Manual for Roads & Bridges (DMRB)

* Manual for Streets (MfS2) • Current construction health and safety legislation relating to highway works and construction (CDM Regs)

* Use and interpretation of drawings and specifications • Behaviour and use of materials

* Understanding the behaviour and environmental factors of local ground conditions, including brownfield sites and where there may be contaminated land •

* The candidate shall hold a valid NRSWA Supervisor Accreditation and be able to assess Traffic Signs Manual: Chapter 8 Parts 1 & 2 proposals.

* Good knowledge of The Highways Act 1980, Traffic Management Act 2014, as amended and New Roads & Street Works Act 1991 Qualifications

* Ideally educated to ONC/HNC/HND standard or equivalent compensatory experience in Highway Design and/or supervision
