A fantastic opportunity has arisen for a procurement officer to join this public sector organisation based in Merseyside. This is a permanent position and will support the Procurement team to ensure that the purchase of goods and services are delivering value for money.

Salary - GBP32,000 + Benefit package

Purpose of Role:
Reporting into the Head of Procurement and Supply, the Procurement Officer will be responsible for the delivery and management of Group Procurement services including provision of both OJEU compliant and non-OJEU compliance procurement advice/guidance and processes.
The role provides an attractive opportunity to play a key role in delivering short - long term procurement strategy and the on going development of the Procurement Department.
The Procurement Officer will manage and take ownership of the Procurement Plan, which includes strategic/complex procurement activity across the group whilst engaging effectively with a wide range of stakeholders.
The role also involves carrying out regular spend analysis to existing contracts that are in place to determine if projected savings are being made.

Role Responsibilities:

As procurement officer you will be responsible but not limited to:
??Knowledge of e-tendering systems and electronic procurement techniques - Preferably delta e-sourcing
??Compile, review and implement the Group's Procurement guidance, procedures and toolkits to ensure that they add value to the Group's wider procurement aims and objectives and support effective procurement. Including provision and co-ordination of procurement training.
??Provide expertise and support on all aspects of procurement including sourcing options, contract specifications, forms of contract, tender packaging and pricing strategies
??Compile and manage the Group's Contracts Register ensuring it is kept up to date, giving notice when contracts are up for renewal, coordinating as appropriate re-tendering requirements.
??To assist the Head of Procurement to interrogate and analyse Group procurement spend and future forecasts, identifying cost and service efficiency savings through procurement profiling, planning and challenging business needs..
??Perform procurement audits to ensure compliance to Group Finance Regulations including spot checks on purchasing.
??Proven track record of managing tenders and to Lead and deliver complex procurement projects in line with EU Public Contract Regulations.
??To contribute to VFM Assessments, supply chain scrutiny, Group's continuous improvement agenda and monitoring of social, economic and environmental outcomes.
??To monitor and provide reports on supplier spend to key contracts in place to ensure projected savings are accurate and being met in accordance to the procurement plan.
??To provide procurement advice and support to staff as required including the provision of comprehensive cost management, statistical and graphical information for use for reporting internally or externally to the Group.
??To assist the Head of Procurement in ensuring that the Group complies with Procurement legislation including the communication of any changes in legislation and to ensure this is embedded across the Group.
??To adhere with section 7 of the Health and Safety at Work Act to take reasonable care of own health and safety and that of others who may be affected by their acts and omissions

Skills/Experience required

Essential:
??CIPS qualified - ideally level 4 or above
??Experience in writing tenders
??Experience of delivering complex procurement projects in line with EU Public Contract Regulations.
??Experience of managing and monitoring a Procurement Plan and contracts register
??Procurement experience in the housing sector
??Current Driving Licence and access to a vehicle

Desirable:
??Experienced in providing best practice procurement advice / support and clear understanding of the Public Procurement and EU Directives.
??Member of the Chartered Institute of Purchasing and Supply.
??Knowledge of e-tendering systems and electronic procurement techniques - Preferably delta e-sourcing
