PURPOSE AND SCOPE OF THE POSITION

The HSE Manager is responsible for ensuring that employees and workers comply with safety legislation and that safety policies and practices are developed, reviewed and adopted and adhered to. Reporting directly into the HSE Director in a timely and well-presented manner.

The HSE Manager will demonstrate DMC’s core values of: Zero Harm, Teamwork, Results Driven, Courage and Accountability. 

SPECIFIC DUTIES AND RESPONSIBILITIES

•    Manage the risk assessment process and consider how risks could be reduced
•    Manager the production of safe operational procedures which identify and take in to account all relevant hazards
•    Review sub-contractor RAMS and tender documents processes to ensure company standards are met
•    Carry out regular site inspections to check policies and procedures are being properly implemented
•    Ensure working practices are safe and comply with all mining and general HSE legislation
•    Develop HSE strategies and develop internal policy
•    Manage records of inspection findings and produce reports that suggest improvements
•    Manage to incident investigations and reporting where required
•    Manage incidents and near misses and produce statistics for managers
•    Attend IOSH seminars and read professional journals
•    Ensure up to date management reports, newsletters and bulletins
•    Ensure equipment is installed safely
•    Manage a range of specialist areas, e.g. Confined space, hazardous substances, work at height, noise, safeguarding machinery and occupational diseases
•    Implement and maintain audit systems in relation to DMC UK safety practices
•    Deliver safety talks to HSE Team for continuous improvement
•    Represent and promote the HSE Team internally and externally with Clients, various health and safety associations and committees, and others
•    Maintain confidentiality with respect to DMC UK and client information
•    Safety sensitive: having the authority and responsibility to maintain a safe and efficient working environment; following Company HSE standards.
•    Maintain and demonstrate DMC UK’s guiding principles and values.

MANDATORY QUALIFICATIONS, SKILLS AND KNOWLEDGE

•    Prior proven extensive experience in a health and safety and management capacity within the mining industry
•    Extensive experience in training and safety, including experience in:
o    conducting risk assessments
o    designing method statements and procedures for shaft sinking
o    auditing/investigating onsite training programs to ensure health and safety compliance
o    designing, preparing and updating training materials for production shaft equipment and mobile equipment, in line with safe working procedures
o    training employees 
o    safety monitoring
•    Significant experience in shaft construction pertaining to set-up, shaft sinking and equipping
•    Experienced in ensuring safety and training targets are adhered to whilst meeting client production/project requirements 
•    Knowledge of Risk Assessments / Method Statements / Job Hazard Analysis
•    Inspection / Audit experience
