Director of Regulation - Distribution
Location: Reading (other locations can be considered)
Salary: Up to GBP142,200 depending on skills and experience + car/cash allowance + annual bonus
Permanent | Full Time Hours with flexible working patterns available | 37 hours per week
Our Role
Reporting to the Managing Director, the Director of Regulation will take overall responsibility for regulatory policy and projects, contributing greatly to the strategic direction of the regulated networks' businesses.
Within this critical role, you'll be responsible for all issues related to the economic regulation of SSE's networks business interests: SEPD and SHEPD. These networks supply over 3.7 million homes and businesses.
Economic regulation requires Ofgem approval for all expenditure and charges to customers. Non-compliance with the prevailing regulation can result in fines of up to 10% of turnover, suspension of operations or directions to change operational regimes (with consequential costs) and reputational damage.
Key accountabilities within this role will include:-
Provide expert guidance and advice to SSEPD Board, Distribution and Transmission Executive Committee and other internal governance committees and groups as required.
Understand and deliver SSE and SSEPD Board objectives for Ofgem decision making, including >GBP1bn projects such as price control settlements and capital funding allowances. In consultation with senior management, you'll set regulatory objectives and strategy.
Lead and maintain effective working relationships with external stakeholders including but not limited to Ofgem, Government departments such as BEIS and Scottish Government, trade associations such as ENA, other distribution and transmission network operators and consumer groups up to and including Board level.
In addition to this, you will respond to relevant consultations and make other submissions on behalf of SSE, draft amendments to legislation, licence conditions, regulations and guidance to influence and secure best outcomes for Distribution. You'll be required to proactively build and maintain relationships with all relevant external stakeholders and regulatory bodies, as well as responding to consultations and commenting on regulatory framework changes, to influence and secure the best outcomes for SSE.
You'll have people management responsibilities which will involve setting performance objectives, providing support and coaching to your small team in the context of responsibility for high value, high risk areas and ensuring the team take appropriate action to maximise and/or minimise potential cost and risk to SSE.
Your Skills and Experience
Educated to degree level in economics, business, finance, science, engineering or law, with relevant experience or further training together with demonstrable experience of operating within a similar role in utilities regulation or utilities policy development
As this role operates across both the internal and external regulatory landscapes, you'll need to be politically savvy with good judgement and the ability to optimise relationships to navigate internal governance and controls raise awareness of key issues and gain support for initiatives to the benefit of SSE.
You will have a strategic understanding of the energy sector and impact on SSE distribution/transmission networks interests, together with a highly motivated and proactive attitude.
Excellent time management, diligent and self-sufficient.
Able to quickly get to the bottom of issues, be a good problem solver and demonstrate excellent judgement.Our Company
