This is an opportunity for a policing professional to shape the deployment of the Forensic Collision Investigation Network delivery model into mainstream policing across England and Wales. Using your strategic and tactical operational experience you will support the NPCC Capability Lead and Capability Manager by managing the transition of the existing service onto the networked delivery model.
The Specialist Capabilities Programme seeks to help forces and their partners to better meet the significant challenges that individual police forces are not equipped to meet by themselves.

Reduce the duplication of effort and increased spend that would occur if all forces developed their own solutions;
Consolidate learning and share knowledge so all forces benefit; and
Reduce the 'service lottery' whilst enabling local tailoring and identity.
The Portfolio brings capability expertise and programme delivery experience to support forces in implementing the solutions offered, understanding the implications on their operations and realising the benefits to policing.

The Forensic Collision Investigation Capability is focused on managing the transition of this discipline from an operational Roads Policing function to an ISO accredited forensic science. The creation of a national networked delivery model has been welcomed by the forensic science regulator and UKAS, who recognise this to be the most efficient and effective model to deliver a fully accredited service nationwide.

Role Purpose
The standard operating manuals of guidance and method validation work to underpin the national delivery model is being coordinated by the National Capability Manager. North Wales Police have been identified as the lead Force and single legal entity for the National Network. The Forensic Collision Investigation Network will be developed and piloted in partnership with police forces before being deployed widely across policing in a nationally consistent format which takes account of process, systemic and procedural variations between forces. The Transition Team Lead will be responsible for:

working and negotiating with forces and other stakeholders to identify those variations
building consensus, common standards and outcomes that allow forces to adopt consistent service standards capable of being supported and maintained post deployment by national level service management teams
First line management of the Transition Teams working with forces as they join the network.

The role of the Transition Team Operational Lead is to provide operational leadership across the DPP's Regional Transition Team, empowering the team and personally engaging with stakeholders regionally, nationally and in-force, particularly with forces on boarding teams and operational departments to develop collective understanding of operational procedure and decision making, pursuant of existing and new operating procedures. This will enable consistent services to be deployed with a local fit for forces. The post holder will work in close partnership with Project Managers and the National Capability Manager to identify cross-regional operational and procedural requirements in order to maximise efficiency within legislative and professional practice frameworks and if necessary seek revision to either accordingly. The role acts as an escalation point and the post holder will need to negotiate effective solutions and influence operational procedure and process.

Practically day-to-day, the post holder should expect to pro-actively be involved in and lead on the creation of a s22a Agreement containing the detailed agreement for delivery of the national network operating model. Lead in-force and regional workshops as well as supporting the Transition Team and force's as they on board onto the network. The post holder should be effective at meeting with chief officers and be able to effectively brief and negotiate with senior leadership teams nationwide not only in terms of operational services, but also across the wider portfolio in areas such as finance. The post holder will also work to ensure benefits are captured effectively and consistently and that they are coherently reported in a manner that demonstrates operational police effectiveness as well as efficiency.

Required Knowledge, Skills and Experience

Strong back ground in operational policing particularly in the context of forensic science process and procedure management and strategy setting as relevant to the forensic collision investigation processes.
Managing business change projects
Strong team working ethos and ability to work in close partnership with co-managers
Operational and procedural knowledge (including legislation and associated professional practice) in relation to forensic science services, quality management systems and ISO accreditation processes relevant to forensic collision investigation.
Ability to lead, motivate and empower a geographically dispersed team
Experience of working across multiple police forces.
Understanding and ideally experience of working in large/national transformation programmes
Experience of self-sufficient problem solving and consensus building in a partnership, stakeholder or multi-agency environment
Experience of effective stakeholder management and building collaborations ideally across police forces
Ability to negotiate outcomes and influence decision making in environments without direct authority over others
Experience of strategic risk management and mitigation
Confident use of technology and good grasp of the digital policing agenda

This post is on a secondment/fixed term contract until 31st March 2020. The portfolio is based in West Mercia, although regular UK travel is required, a degree of flexible working is possible as agreed with the FCI National Capability Lead who is the line manager for this post.
