Senior Officer Procurement (Adults)

Location: Bedford

Salary: GBP43,662- GBP47,491

Hours: 37 hours per week

Contract: Permanent, Full time

Following the introduction of a new Centre-led Strategic Commissioning & Procurement function within the local authority, recent Management level appointments have been made. Our Client are now looking for a motivated and enthusiastic, Senior Officer to be part of the exciting development of a new team at the forefront of the introduction of a Digital Operating Model. The suitable candidate for this role will have a broad remit within Adults social care, but will have access to wider developmental opportunities working across other service areas.

Experience

Substantial experience at a senior level in relation to contracting, procurement and commissioning

Experience of providing specialist procurement advice and guidance to managers at all levels of seniority, external agencies and other forums on a regular basis.

Experience of producing and implementing category and sub-category strategies in relation to directorate activity and objectives.

Proven track record of commercial creativity, innovation and initiative realising significant savings from procurement activity.

Able to respond quickly to changing circumstances whilst maintaining a clear view of overall priorities; ability to cope under pressure and ensure deadlines are met whilst maintaining high quality of work.

Demonstrable ability to manage commercial negotiations

Experience of establishing effective contractual arrangements with suppliers and of managing contracts to ensure value is derived during the full term of the contract.

Relevant professional qualification and/or educated to degree level or equivalent and with experience of working in local government or the public sector; knowledge of the role elected members play.
