MAIN ACCOUNTABILITIES

??Monitor the outsourced contracts for the Maidstone Leisure Centre, Hazlitt Theatre, Cobtree Manor golf course, Kent Life Farm Attraction, and caf??s.

??Review service provision and work with contractors to develop service standards and introduce improvements and innovations.

??Monitor and manage service delivery against specification and legislation by regular site visits and liaison with contractors.

??Escalate issues with supplier performance and compliance, including drafting and issuing default notices and monitoring progress in dealing with the issues identified.

??Identify new funding and service delivery initiatives and work with contractors as appropriate on developing these opportunities.

??Investigate complaints of poor service, resolve issues and communicate with contractors and customers

??Monitor income generation, usage and other performance information.

??Work with the Property team to ensure facilities are well maintained and managed.

??Assist with the preparation of specifications for tendered services.

??Promote good practice in contract management across the Council.

??Participation in and monitoring of events - this will require occasional out of hours and weekend working.

??Oversee the sports bookings process carried out by Maidstone Leisure Centre on behalf of the council, ensuring that financial arrangements are upheld.

??Collection and analysing of data and reporting of KPIs.

??Write regular reports collating performance for individual business areas.

??Develop partnerships with relevant external organisations as required.

??Oversee Free Lets scheme for Mote Hall.

??To communicate with customers at the required level.

??Commitment to the Council's Strategic Plan.

??To undertake any training and development as required.

??To comply fully with the Council's Equal Opportunity Policy.

??To assist as required in the Council's Emergency Plan.

??To undertake other duties commensurate with the grade of the post.

Education,

Training and Knowledge

??Good standard of general education

??Degree or equivalent qualification

??Qualification in Leisure and/or in contract management

??Understanding of the importance of contract management for local authorities

??IT skills, including good working knowledge of Microsoft office

??The ability to communicate clearly and effectively

??Knowledge of health and safety requirements for leisure and culture suppliers

??Understanding of facilities management issues

Experience

??Working in the leisure/culture industry

??Monitoring contracts for contract performance as well as statutory compliance

??Working in a commercial or client/contractor environment

??Working in a local authority environment

??Financial management and control

??Analysing complex performance and financial data

??Writing reports and giving presentations

??Assisting in designing and procuring services

??Working with suppliers to improve performance e.g. through issuing default notices, identifying potential improvements etc
