Job purpose

??To ensure Central Bedfordshire Council complies with its duties under the Control of Asbestos Regulations 2012 (CAR), and other relevant legislation. To plan, programme and organise asbestos management surveys of all buildings as required, ensuring all ACM's are regularly inspected and controlled across the Property portfolio.

??To provide professional advice and guidance on all aspects of Asbestos Management and R&D surveys.

??To deliver projects identified from rolling programmes and ensure compliance with statutory requirements and industry best practices.

Main accountabilities

1.Be customer friendly, efficient and connected in how you work; make the most of modern technologies, workspaces and ways of working to provide a customer focused and efficient service, and bring forward ideas for service improvement.

2.Lead on all Asbestos management works ensuring specifications meet CBC standards and setting technical standards.

3.Reviewing current asbestos management practices and produce new procedure as required, the post holder will be required to create a businessplan for asbestos re-surveys of buildings within the property portfolio, and to delegate tasks accordingly.

4.Taking any necessary samples, sending off to an approved laboratory for analysis and updating the asbestos register and database.

5.To be responsible for managing the asbestos database, maintaining and updating archive, current and new data when necessary. Provide advice and produce reports when required.

6.Accountable for monitoring the progress of all aspects of the asbestos survey and resurvey and effectively manage remedial asbestos works from inception to completion. (Including the updating of the management systems and the production of management reports).

7.Support the Service Manager to ensure all Asbestos projects, are delivered on time and to budget; assist in the reporting of budgets, forecasts, resources of the minor projects team.

8.Determine the condition of existing ACM. Identify and analyse defects, proposing solutions including programme and cost.

9.Identify solutions, prepare designs, specifications and tender documents and procure works or services to carry out complex building works. Manage contractors to ensure works are delivered, ensuring efficiency and economically within an established budget and programme and taking appropriate action to deal with variance as required.

10.Act as the Contract Administrator for all project under your control, this will include chairing contract meetings, inspecting work, giving instructions including variation and change notices. Approve interim payments, certify contract completions / final account.

11.To be responsible for organising and delivering regular Asbestos Awareness Training in accordance with the requirements of the CAR 2012.

12.Responsible for dealing with emergency situations relating to the uncontrolled exposure of ACM's undertaking immediate assessments and remedial actions that may be required.

13.Manage own workload to a high degree of efficiency and know when to seek guidance and assistance from line manageror when specialist advice is required.

14.Participate in a twenty-four hours per day, 365 days per year advice and call out service for Council Properties. Duties are normally for one week at a time as part of a rota.

15.To carry out any other responsibilities that reasonably fall within the scope of the post-holder and to assist with any reasonable duty at the request of the Line Manager.

1. Qualifications

Building Surveying Degree or appropriate science/environmental degree

BOHS Proficiency Certificate in P405 - Management of Asbestos in Buildings.

BOHS Proficiency Certificate in P402 - Surveying and Sampling Strategies for Asbestos in Buildings

2. Relevant experience

Experience in the completion of asbestos management surveys and extensive knowledge of asbestos remedial works management to include removal and encapsulation

Experience in producing Asbestos Risk Assessments and making managerial decisions based on the calculated information.

Demonstrable experience of contract administration, for projects in value band GBP100k-GBP500k. Including contract cost control.

Proven track record of quality specification writing and project design. Including the use of NBS and AutoCAD.

Experience of defect analysis and solution design, for variety of building construction types.

Experience of engaging with key stakeholder to understand brief and ensure client engagement.

Proven abilities to communicate both technically with other professional and with non technical building users
