Team Overview

The UK's communications sector is characterised by technology-driven change, providing new and innovative services to consumers. The connectivity provided by today's fixed, mobile and broadcast networks is central to much of what we do as an economy and a society. Further change is on the way, from faster fixed and mobile broadband networks, growth in the internet of things, to new means of distributing digital content.

Effective and flexible regulation is essential if the UK is to get the maximum benefit from technological innovation. Technology innovations are a major driver of change across the sector and it is important that Ofcom maintains an in-depth knowledge of these as part of its statutory responsibilities when gathering data from stakeholders and publishing it in multiple reports such as periodical reports on Connectivity, Media and Online activity in the UK.

This role is an opportunity to join Ofcom's Technology Group to lead our insight and thinking on emerging technical developments across key sectors we regulate.

Ofcom is currently undergoing a period of transformation as we prepare ourselves to effectively deliver our duties in light of rapidly changing technologies and markets. The Technology Group plays a key role by ensuring that the way that Ofcom regulates and fosters innovation is underpinned by a strong understanding of current and emerging technologies. It undertakes a wide range of projects and industry initiatives spanning all the sectors we regulate, including fixed and wireless telecoms, broadcast TV and radio and the internet.

Purpose of the Role

Reporting to the Chief Technology Officer, you will provide strategic insight on the impact of technology and technical developments across the telecommunications, broadcast and online sectors. This will include changes to the technical architecture of mobile, fixed, satellite and broadcast networks encompassing hardware, software, standards and enablers to meet future requirements, together with consideration of capacity, coverage and reliability demands of new and emerging services. You will have a particular focus on identifying and estimating the impact of disruptive innovations. You will also be a key member of the senior leadership team in the Technology Group, role modelling Ofcom's values and demonstrating strong, credible people and organisational leadership.

Requirements of the Role

Working closely with senior colleagues across Ofcom, taking the lead on:

- Ofcom remaining at the forefront of understanding the implications of existing technology and the latest technological developments for the telecoms, online platforms and media sectors both in the UK and internationally, in order, to ensure Ofcom's policies and frameworks remain relevant.
- Ensuring that the technology aspects of all Ofcom's policy work are credible and robust through peer review of technical decisions.
- Designing and developing the Technology Horizon Scanning work - identifying upgrade paths for current networks; gaps in Ofcom policy and/or technical activity regarding new technologies and their impact; building the right intelligence and forecasting approaches and anticipating new disruptive technologies and their impact on our sectors.
- Building relationships with relevant external bodies to ensure that the work of the Technology Group is pioneering, relevant and effective.
- Working closely with the People and Transformation team to establish the Technology profession to support the attraction, development and progression/retention of colleagues working in technology roles or from a technology background, helping to upskill or reskill colleagues who seek a career in technology and acting as the organisational advocate of that profession.
- Collaborating with the People & Transformation and ICT team to ensure that the Technology Group actively supports the Ofcom Digital Transformation programme and cross-Ofcom engagement to ensure that the benefits of this transformation are effectively communicated and understood across Ofcom.
- Leading career development discussions, coaching and supporting members of the team and encouraging wider career discussions regarding the understanding and application of new technologies.

Skills, knowledge and experience

- Significant experience of understanding the technology landscape, particularly innovative technologies and ability to draw down implications for the current ways of thinking and operating.
- A comprehensive understanding of the technical design and delivery of telecommunications networks, including how the technical architecture and operation of networks affects their delivery;
- An excellent understanding of current and emerging technologies related to telecommunications services and their delivery including; 5G, traffic management, location management, network roaming, multicasting, eSIMs, content delivery networks, cable technologies, fibre optics, etc.
- A good awareness of the factors impacting the quality of service, reliability and coverage of mobile delivered services.
- Good understanding of network engineering and modelling techniques and tools commonly used in this field
- Experience of strategic and complex programmes, with strong interpersonal skills and evidence of ability to interact effectively with a range of stakeholders. Substantive and significant track record of collaborating through multi-disciplinary project teams of policy professionals, technologists, data specialists, economic analysts, and lawyers.
