Interim Head of Commissioning & Procurement. As the Interim Head of Commissioning & Procurement you will be working for a London Borough. Duration - 3-6 months. Daily Rate - GBP600-800 (inside IR35)

Job Purpose:

The Head of Commissioning & Procurement will lead the commissioning, procurement and contract management frameworks and practice for the Council, ensuring they support the Council in achieving the Councils strategic aims and objectives.

This role will provide the highest standards of probity and professional excellence, to ensure the Councils complies with the appropriate procurement regulations, whilst also driving innovation ensuring the Council continues to be at the forefront of commissioning practice nationally. This will include being the strategic lead for the Council on procurement governance, leading the souring of low value spend, leading ethical and sustainable commissioning, including LLW and other charters, leading social value practice and the 'buy local' agenda, including support to remove the barriers for SME, social enterprise and the Voluntary Sector and to lead the councils contract management transformation.

Reports to: Director of Commissioning and Procurement Responsibility for:

• Procurement Governance
• Commissioning, procurement & contract management policy and framework
• Commissioning Support to SMEs, Social Enterprise & Third Sector
• Leading on tail spend (under GBP100k) and the buy local ambitions
• Social Value Policy and delivery
• Development of commercial approaches to service delivery
• Management of staff and budgets

Experience

• Membership of the Chartered Institute of Purchasing and Supply MCIPS or CIPS qualified is desirable
• Excellent understanding of the policy and strategic framework for Commissioning and procuring services, including best / excellent practice
• Excellent knowledge and understanding of the Councils Tender and Contract Regulations, the Public Contract Regulations and other relevant UK and EU legislation
• Demonstrable knowledge of ethical and sustainable commissioning and procurement principles and practice
• Full understanding of risk management in the context of corporate governance
• Experience of leading corporate commissioning, procurement and contract management policy and practice
• Extensive experience of commissioning services across a range of services
