Team Overview

The Enforcement team plays a critical role in ensuring that the regulation and policy that we put in place to protect consumers and citizens is effective. A key role of the Enforcement team is to actively enforce the regulatory conditions that Ofcom imposes on regulated providers, as well as enforcing general consumer and competition law. We routinely monitor complaints, analyse evidence and take swift action to deal firmly and effectively where we see harm, including opening enforcement programmes and formal investigations, issuing penalties and seeking redress where appropriate. In addition to enforcing regulatory conditions, the Enforcement team currently has a key role monitoring and reporting on the progress on arrangements for the legal separation of Openreach from BT through our 'Openreach Monitoring Unit' and in monitoring and enforcing the BBC Charter.

Purpose of the Role

Ofcom is the independent regulator and competition authority for the UK communications sectors. We regulate TV and radio, fixed line and mobile telecoms, postal services and the radio spectrum. On 3rd April 2017 we became the BBC's first external regulator.

Enforcement is a vital part of what we do at Ofcom. It involves engaging with external stakeholders to understand how our policy interventions are complied with and, if necessary, taking appropriate and effective action to rectify any wrongdoing and ensuring the UK communication sector is competitive and services its customers and consumers well.?

Requirements of the Role

In this Principal role you will direct a portfolio of matters across multi-disciplinary project teams, working collaboratively with project managers and specialists to detect and act upon compliance failures. You will build relationships with internal and external stakeholders in the industries we regulate, and will be responsible for ensuring that individual cases are effectively guided through Ofcom's governance processes with a clear understanding of how each of your enforcement matters fit into Ofcom's wider strategy and how it helps Ofcom achieve its policy objectives. You will be responsible for managing risk and overall resourcing on the projects you are directing. You will contribute to the management of the Competition and Consumer Enforcement team by taking responsibility in areas including resourcing, colleague development and training, and will act as a line manager.

Skills, knowledge and experience

- Leadership and management: you will be responsible for overseeing the work of project managers, providing guidance and mentoring appropriate to their level of experience, and will draw on your own experience of leading teams, running projects, defining scope and workstreams and owning timetable
- Experience/understanding of Competition, Consumer and Regulatory Enforcement: this can include general competition and consumer law enforcement and/or within a regulated industry or government
- Analytical skills and experience: you will have experience of evidence review and legal and/or economic analysis
- Effective communication skills: you will lead and contribute extensively to drafting of internal and published documents which often are subject to scrutiny by the Courts. Writing skills are very important, as is editing other people's work to ensure consistency of style and a clear narrative
- Effective stakeholder management skills: you will be prepared to listen and contribute to discussions and resolve conflicts where they arise
- Experience/understanding of a regulated sector: your role will be to help Ofcom understand the issues our stakeholders face and how regulatory solutions can address them. This can include having experience of regulation and enforcement from an operational, (legal) advisory, commercial or regulatory affairs perspective
