West Mercia Diversionary Network Project Lead
Location: Hindlip, Worcestershire
Job Type: Fixed Term Contract (12 months)
Hours: Part Time (30 hours - Monday - Thursday)

The main purpose of the role is to support West Mercia Police and the Police and Crime Commissioner's Commissioning and Policy Teams in developing and implementing a West Mercia wide Diversionary Network (WMDN).
The WMDN will prioritise children and young people at risk of criminal exploitation. The aim will be to intervene early and reduce the likelihood of them entering the criminal justice system.
Diversionary Network Project Lead Main Responsibilities:
* To work within and report to West Mercia Police strategic leads and to the Office of the Police and Crime Commissioner.
* To decide priorities for the project within the resources available
* To respond to national and local policy direction in reducing serious organised crime and criminal exploitation
* To assess the need for an early intervention contract utilising public and voluntary sector organisations, staff and service users. Review already existing provisions
* To consider appropriate early intervention delivery models
* To produce an outcomes framework for service implementation, taking into account value for money
* To assist in the processes required of awarding and implementing a contract i.e. service specification, develop and support providers, scoring applications etc.
* To organise and implement a training scheme for frontline colleagues on the public health approach to policing
* To 'Roll out' the new service, raising awareness with colleagues and partners and overcome barriers to meeting the needs of the service users.
* To monitor and evaluate the service, identifying opportunities for improvement or change.
* To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.
Experience/Skills:
* An in depth understanding of police processes and youth justice
* An understanding of the stages of the ommissioning cycle
* Knowledge of the Adverse Childhood Experiences and the public health approach to policing
* An academic understanding of how early intervention decreases the likelihood of young people entering the criminal justice system
* Experience of working with young people
* Experience of working within the criminal justice sector
* Experience of managing a significant project
* Experience of undertaking needs analysis
* Experience of setting key performance indicators, priorities and driving outcomes
* Experience of delivering presentations to professionals and uniformed officers
* Experience of implementing an effective outcomes framework
* Ability to effectively communicate both in writing and verbally
* Proficient in ICTAbility to influence cultural change
* Ability to build effective relationships through negotiation, tact and diplomacy
* Problem solving and analytical skills
* Interpersonal and communication skills
* Ability to work towards tight deadlines
Special Conditions
Ability to travel throughout the West Mercia policing area.
