Commissioning Maternity Strategic Lead

Our client, a public health department are currently looking for a Commissioning Maternity Strategic Lead who will have responsibility for budget management and commissioning across the broad spectrum of health, and have a major input into work on the development of local health policies and programmes.

The post holder may lead a team of staff to ensure that the work programme and other Officers have an effective level of support.

Location: Hackney

Pay: GBP28.69 per hour

Type: Temporary, Full time, 37.5 hours a week.

Duration: 3 Months rolling contract- maternity cover

Start date: July 2019

The Maternity Strategic Lead will:

* Commission and deliver interventions as identified by the organisation and its partners for the effective delivery of health.

* Work with Health colleagues to manage the delivery of interventions and activities designed to improve the health and well being of local communities.

* Lead on the maternity portfolio, with overall responsibility for strategy, commissioning and delivery

Main areas of Responsibility:

* Commission, implement and deliver maternal health programmes and projects to reduce health inequalities.

* Develop the strategy for commissioning of maternity services

* Provide specialist advice across the health and care system, to key partners and senior colleagues, including Directors and Members.

General Responsibilities:

* Ensure compliance with policies, standing orders, financial regulations and other requirements.

* Ensure compliance with the Data Protection Act and confidentiality policies.

* Ensure that all legislative and national and local policy in relation to Public Health Services is adhered to.

* To achieve agreed service area outcomes and personal appraisal targets with line manager.

* To undertake training and constructively participate in meetings, supervision, seminars and other events designed to improve communication and assist with the effective development of the post and post holder.

* Carry out any other duties as might be required within the remit and responsibilities of the post.

* Work within a flexible framework in order to meet the demands of the service outside usual office hours and travel as required.

* Take responsibility for maintaining a staff presence to respond to unplanned calls or events, by partaking in rotas or other cover arrangements.

Key Skills/Experience

* Educated to a degree level, post-graduate preferable, in a discipline relevant to the responsibilities of delivering and/or commissioning Health and Care within a Local system context, or equivalent experience.

* In-depth understanding of the wider health and social care system, use of metrics including clinical and patient reported outcomes to measure performance.

* Know how to plan and carry out an audit to assess the effectiveness of a particular aspect of commissioning

* Experience of commissioning processes, from strategy and policy development, intervention design, procurement to performance management and evaluation.

* High degree of verbal and written communication skills

* Ability to lead and mange teams within a flexible work environment

* Programme and project management skills, alongside an understanding of budget management

* Excellent analytical skills including numerical analysis

* Competent user of relevant software including Microsoft Office
