We are looking for an experienced Property Officer to manage a local authority's corporate and HRA commercial property including all forms of leases, e.g. market and peppercorn (including schools, community centres, retail, industrial and office premises.
Main Duties:
1. To undertake the full range of day to day asset management of property (HRA commercial and corporate) in accordance with legislation and good estate management practice including dealing with queries from within the Council and externally.
2. To be responsible for the preparation and management of properties assigned to the postholder, but not limited to:
* conditions of contract
* specification
* bills of quantities and schedules of rates
* tender documents relating to the contract or agreement with the client
* arrange new leases, licences and carrying out renewals ensuring that these agreements are satisfactorily completed within the agreed timetable, budget and service standard.
* manage rent reviews and lease renewals managing any disputes and agreeing to variations and / or surrenders
* arrange schedules of condition, dilapidation and repair with advice from in house or external surveyors.
* undertake site inspections to check compliance with the terms of the lease and licences and record and report all non-compliance to the Valuation & Estates Manager recommending a course of action.
* arrange repair and maintenance works that are in the Council's responsibility as landlord and corresponding with tenants to keep them informed.
* administer rent and service charges on properties and deal with queries including the Council's accounts and records are up to date
