Ofcom Returners Programme
Ofcom is partnering with Women Returners to offer a Returners Programme which will support talented individuals from all genders and backgrounds, back into work after an extended career break of two or more years.
About the Ofcom Returners programme
The programme offers successful applicants a six month fixed term contract and the possibility of transitioning into a permanent role; a range of flexible working options are available, and as standard, colleagues have the ability and technology to work outside of the office regularly.
As part of the Returners programme, you will be supported back into the workplace; you will receive coaching from Women Returners, a mentor from within Ofcom and opportunities to network across the organisation. You will receive a competitive package of pay and benefits during the programme.
The Competition and Consumer Enforcement team identify and respond to non compliance and competition issues in the telecommunications, postal and broadcasting sectors. We intervene with regulation where we think this can make a significant difference to how communications services work for consumers. Enforcement is a critical part of ensuring that this regulation is effective.
Purpose of the Role
The main purpose of this role is to scope and manage cases, draft written outputs, help to design and run monitoring regimes, provide input to policy teams and maintain effective stakeholder relationships.
Requirements of the Role
- Delivery of cases: Managing case to ensure outputs are delivered on time and to a good standard.
- Drafting: Producing written documents and materials for both internal and external audiences.
- Stakeholder management: Developing and managing relationships within Ofcom, companies we may be investigating, public bodies and other stakeholders, and representing Ofcom's position at meetings.
Skills, knowledge and experience
- Communication skills - We publish documents setting out the reasoning behind the decisions we reach in our investigations. The ability to communicate written arguments effectively is vital. Beyond capturing insights in writing, there is a strong culture of group discussion and constructive challenge so verbal and listening skills are also vital.
- Teamwork and leadership: Case teams are the core of how we deliver our work and therefore you should be comfortable working with and leading a team. You should be able to support colleagues to both deliver work and also develop their careers. At times you may also work within a larger team alongside other Case Leaders, so you should be able to work collaboratively with others to deliver a specific workstream within a larger project.
- Delivery: You will be responsible for delivering excellent work within challenging timeframes. The ability to identify goals, plan a project, and lead teams to deliver an objective is key. At the same time, you must also be mindful of the bigger picture, recognising how your work fits in with and supports wider policy objectives.
- Relationship building: You will spend time interacting with both internal colleagues and the companies we regulate. You will therefore need to be able to build and maintain working relationships with a broad range of people, engaging with stakeholders in a fair and professional way.
- Attention to detail: Our decisions must be based on clear and accurate evidence-based analysis. You should be experienced in analysing different types of evidence, and translating findings from this evidence into comprehensive, well-reasoned written arguments. You should also have experience of working within defined processes, ensuring that projects are run in accordance with public guidance.
- Intellectual strength: We want you to be able to think creatively about complex problems and develop effective solutions. You should enjoy learning about new subjects, and be able to quickly obtain a working knowledge of new subject areas.
