Ofcom Returners Programme
Ofcom is partnering with Women Returners to offer a Returners Programme which will support talented individuals from all genders and backgrounds, back into work after an extended career break of two or more years.
About the Ofcom Returners programme
The programme offers successful applicants a six month fixed term contract and the possibility of transitioning into a permanent role; a range of flexible working options are available, and as standard, colleagues have the ability and technology to work outside of the office regularly.
As part of the Returners programme you will be supported back into the workplace; you will receive coaching from Women Returners, a mentor from within Ofcom and opportunities to network across the organisation. You will receive a competitive package of pay and benefits during the programme.
The Spectrum Management and Authorisation team evolve spectrum authorisation policy to keep pace with the changing nature of communications. We need to ensure that we have the necessary framework in place to deliver our policy aims. The team manage spectrum for a wide range of sectors, maintain stakeholder relationships and contribute our sector expertise to the work across Ofcom.
Purpose of the Role
We are looking for someone who can pick up policy concepts and understand our existing processes and how these might need to change. New processes will need to be evaluated and optimised to ensure business benefits are realised. The successful candidate will work in multi-disciplinary teams with spectrum specialists, licensing and finance experts, IT delivery partners and suppliers and key sector stakeholders. There will also be a need to provide ongoing support to our licensing teams at our Headquarters and in Warrington.
Requirements of the Role
- Providing project management expertise to lead teams, run projects, clarify requirements with own timetable and workstreams
- Proficient at drafting and presenting project documents and business cases, follow up on key actions in writing
- Leading analysis of policy ideas through various stages to system implementation, testing activities, working alongside other colleagues from a diverse range of skills sets
- Prioritising work and maintaining a clear road-map of objectives and decisions, policy pipeline activities so that the team is organised and working to its maximum capabilities
- Contributing extensively to the drafting of internal and published documents
- Confident communicator with the ability to build and nurture effective relationships with internal and external stakeholders
Skills, knowledge and experience
- Experience and understanding of regulated sector to help Ofcom understand the issues our stakeholders face and how regulatory and technical delivery solutions can address them.
- Business analysis of organisation working to develop its functions, services and products to meet its goals with internal and external stakeholders.
Competences
Project management- Create detailed plans, oversee and co-ordinate work beyond own expertise, ensure colleagues under requirements, conduct risk analysis, set up contingency plans involving relevant specialists.
Relationship management - Represents and explains Ofcom's position, takes lead in meetings, develops and nurtures ongoing relationship, shows understanding, shows understanding and interest in needs of others, takes non-judgmental approach, trust colleagues to deliver.
Communication - Can draw complex ideas into clear and focused documents, tailors tone and content to the audience, integrate and edit contributions from other specialists, challenge to improve thinking, anticipate possible changes preparing accordingly, make others understand rationale behind thinking, decisions and actions.
Problem solving and analysis - considers the practicality of risk and long-term implications, make well-reasoned decisions, creates the right balance between short-term issues and longer-term strategic thinking, ensure analysis is informed by strategic priorities and input from other groups.
