Fire safety service manager - Derby

Pay: GBP27 p/h umbrella

Hours: 37 hour week

Duration: 3 month+

Department: Regeneration, Property and Housing.

Purpose of the post:

* Provide a comprehensive Fire Safety compliance service for all Council owned and similar 3rd party customers' buildings and land, being the key advisor to the Corporate Landlord on compliance of the Corporate Estate regarding Fire Safety.

* Provide comprehensive expert advice to Derby City Council colleagues, duty holders and customers to ensure the legislative duties under approved document B and the Regulatory Reform (Fire Safety) order 2005 are discharged effectively, setting performance specifications and standards and ensuring works meet the required quality standard.

Technical specialist:

* Be the accountable fire expert in the planning and delivery of all Council building, construction and maintenance projects

* Take responsibility for all aspects of fire risk assessments and remedial construction or maintenance work within corporate buildings arising out of such assessments.

* Provide the focal point for fire safety and compliance consultations and advice, providing a high degree of independent decision making and professionalism to the Council, being accountable for advice provided within the specific specialist area.

* Prepare technical reports and supporting information for chief officers, clients, other teams and end users. Carry out feasibility and high-level reports including budget costing.

* Provide and maintain a high level of professional standards within the Property Design and Maintenance Compliance Team, keeping up to date with technological developments to allow effective advice to be given to clients and the Council on the feasibility, practicality and estimated costs of proposals.

Resource and budget management:

* Be accountable for the programmer planning, resource planning, budget planning, quality of service and value for money of the section's projects.

* Prepare, manage and monitor the Service/project budgets in conjunction with the Capital Programme Manager, Head of Service and Division's Accountant.

* Check and agree invoices for work carried out, ensuring value for money. Authorise and certify for payment invoices in accordance with the Department's Scheme of Delegation.

* Review and authorize valuations and final accounts.

Accountability for decision making and ensuring compliance:

* Specify and oversee the fire safety management of projects. Set performance specifications for this work.Be accountable for making project decisions regarding fire safety and ensuring compliance with requirements.

* Ensure all property and construction work carried out by the Council complies with relevant statutory legislation, codes of practice and professional guidance documents regarding fire safety management.

* Be the accountable fire expert in the planning and delivery of all Council building, construction and maintenance projects

* Take responsibility for all aspects of fire risk assessments and remedial construction or maintenance work within corporate buildings arising out of such assessments.

* Manage the risks of any fire safety work on behalf of the Council.

Project management:

* Understand the Councils project and budget management procedure and procurement procedure rules and ensure fire services are coordinated accordingly, working closely with other Service Managers, consultants and contractors.

* Ensure asset collection is carried out and obtained for each project and that the data is entered onto the council Corporate Asset Management System.

Qualifications and Experience:

Experience in construction and maintenance

Mid-level management qualification

Experience of fire safety management

Experience of ensuring building compliance according to fire safety regulations.

Masters degree or post-graduate studies
