Transformation programme manager - Basingstoke
Pay: GBP300 a day/ umbrella
Hours: 37 hour week
Duration: 6 month
Sector: Public
Scope: Inside IR-35
Main Purpose:
* To effectively project manage the delivery of a number of service reviews using an agile approach where appropriate to ensure the review incorporates all end to end activities as part of seeking new ways of working that incorporate standardised processing and makes better use of technology as outlined in the digital vision and Transformation strategy.
* Ensure that the "as is" activity for each key activity reviewed is mapped and baselined so that the benefits from the implementation can be captured and recorded as part of the Transformation benefits programme.
* To ensure that each project is delivered in accordance with the Council's project management methodology and gateway approval process.
Main Responsibilities:
* To be "hands on" and effectively project manage and actively deliver the new design for any processes and or service design. Key services that are being prioritised for review include Planning and Environmental services - grounds maintenance and street scene.
* The post holder will be responsible for the delivery of the project to time, agreed outputs and cost.
* Develop and maintain proactive relationships with suppliers, key stakeholders, service teams and other organisations that work with the council. There is an opportunity to build new collaborative relationships to develop greater benefits as these reviews are delivered.
* To act as the project lead internally coordinating all "end to end" changes required within other support teams to ensure the full benefit from the implementation can be delivered. This role will requires a "rolled up sleeve" approach to delivery.
* Ensure each service re design is based on utilising GDS principles and fully utilises the technology and workflow designed around the benefits to the customer and working more efficiently.
* Set up and lead and work with the teams delivering each review ensuring the resource capacity is agreed with relevant managers and escalating any issues as they arise to the senior management team for the service and transformation Lead.
* Prepare regular highlight reports and attend relevant board meetings as required. Ensure all risks and issues are assessed and treated in accordance with the Council's risk matrix. Ensure all changes to the project are approved and documented.
* Carry out "as is" and "to be" process mapping of each the change and agree the benefits (cashable and non-cashable) as anticipated and again once the new module is live.
* To work as part of the corporate transformation and improvement team to ensure that all inter-dependencies are monitored and any wider benefits or potential for re use are communicated and reviewed.

* Experience in the role previously
* Local Authority experience desirable
* Relevant qualifications preferable
