Head of school transformation - Wiltshire

Pay: GBP550 day rate / umbrella

Hours: 37 hour week

Duration: 3 month

Job Purpose:

This role will lead a significant and complex programme of work to transform special schools in Wiltshire both in terms of improving sufficiency and quality.

By 2023 it is expected that 3 existing special schools will close to be replaced by a state of the art special school which will be a centre of excellence to support children with SEN&D in mainstream schools and that post 16 provision will be transformed.

The overall responsibilities of this function are:

• Leading the closure of the 3 existing schools

• Leading all consultation and engagement of head teachers, staff, governors, parents/carers, children and young people

• Project manage the opening of a state of the art special school and centre of excellence

• Ensure post-16 provision is in place

• Provide updates, support and advice for senior managers and elected Members throughout.

The postholder is responsible for a high profile and high risk programme of work to transform special education specifically in special schools, but also more widely in schools and settings across the county.

The postholder will manage a significant project plan and programme budget and will need to work with senior officers, members and external partners including head teachers and the Regional Schools Commissioner. This programme will have significant impact for teams across the council and have wide impact for the county of Wiltshire.

The postholder will advise the Corporate Director, Cabinet Member and Directors of Education & Skills and Commissioning to successfully deliver this transformation. Their support will need to be objective and proactive, using information to drive planning, improvement and consistency and to break down silo thinking and working.

The post holder is responsible for driving transformation and continuous service improvement for provision in special schools and post 16 SEND provision. The post holder will be expected to develop relationships and networks across the council and wider partners (head teachers, college principles, health, Wiltshire Parent Carer Council, DfE, Regional Schools Commissioner) in order to proactively deliver their role whilst being a role model for the council's behaviours framework.

Key requirements:

• Graduate or equivalent experience.

• Qualification and substantial experience of programme and project management (e.g. PRINCE 2, MSP) with demonstrable recent success within transformation change programmes.

• Significant experience working with head teachers, the DfE, councillors, and senior officers, with proven ability to build strong credibility with these groups.

• Significant knowledge of education, especially the special school sector.

• The ideal candidate would have worked as a senior leader within a special school environment, or as a senior advisor on SEND
