Our local authority client based in Hammersmith & Fulham London are urgently seeking an experienced System Lead - Growth and Place.

JOB PURPOSE:

* To work closely with the Head of Business Development, and as a skilled and experienced technical subject matter expert for Growth and Place lead and develop IT and digital strategy and roadmap ensuring it is aligned to departmental business plans as well as corporate IT Strategies.

* Lead on market testing the current Growth and Place IT systems - including housing - and make clear recommendations for future solutions, and put in place a roadmap to achieve this, working with corporate services and where appropriate consultant to design the desired future technical architecture.

* Appoint systems owners for all key Growth and Place systems.

* Manage a team of project staff to ensure excellent IT services and deliver a programme of improvement.

* Deliver a programme of work that both ensures legal compliance and best practice service delivery in systems and digital support, and supports ambitious service design and improvement to transform Growth and Place services.

* Direct the work of the systems team.

* Work closely with the business and service design colleagues to identify system improvements; to manage change and to provide an on-going support function.

* Work closely with the Data manager to ensure that a whole directorate approach is taken to data held in systems - including undertaking a data project in partnership to improve and put in place a consistent 'data layer' and approach to data handling.

* Lead in managing the relationship and contracts with system suppliers and contractors, including commissioning work internally and from third party suppliers.

* Lead in developing support arrangements including Service Level Agreements with contractors.

* Controlling the Growth and Place IT budgets, ensuring they remain within budget.

DESCRIPTION OF DUTIES:

* Ensuring directorate systems are fit for purpose, and digital solutions are used to support excellent and efficient service design and delivery - including provision of an on-going/day to day support function to the department or other departments and partners including issues resolution, escalation of issues to suppliers, communicating with users, attending user team meetings, ad-hoc and induction training and logging all support calls, devising and publishing service standards and ensuring compliance

* Management of provider relationships, and system procurement

* Review of systems and proposed redesign of technical architecture where needed

* Management of system changes, expert support and advice to service improvement and change activity

* Leading and managing the directorate relationship with corporate ICT

* Ensuring an agile change approach is used on projects

* To oversee the identification and project management of IT deliverables of business projects using appropriate Project Management tools including the effective management of issues and risks. This includes critical business as usual projects.

* Have an understanding of the transformation taking place within the department; assessing the impact on systems including the wider impact upon organisational structure, capacity and culture, and to lead on developing an approach to change.

* Agree the IT budget and be responsible for monitoring and managing expenditure to stay within budget. This includes the fixed, variable and project elements of the IT budget as well staffing budgets.

* To advise and make recommendations to Directors and Heads of Service on the effective use of IT within the department, identifying gaps in the service, benefits of change, options and risks.

* To keep abreast of developments within the housing application IT sector.

* Respond flexibly to changing deadlines and priorities for projects and service delivery.

* Lead on developing the department's internet and intranet sites.

* Communicate on a regular basis with staff within the department so they are aware of forthcoming projects/IT development and the work of the section.

Work in partnership with the client management colleagues to:

* Managing the relationship with IT services and systems providers and other third party supplies. This includes commissioning work, liaison and escalating issues. Taking a collaborative approach to supplier relationships.

* Advise and deliver the IT elements of the departments contracts and be responsible for drafting and managing Service Level Agreements (SLAs) to support new service delivery models.

* Be the lead officer within the department for liaising with other departments, external organisations, suppliers and contractors on all system matters.
