Mechanical & Electrical Client Surveyor (M&E)
London
Circa £46,000 per annum
Permanent, Full Time

The Asset team are looking for a new Mechanical & Electrical (M&E) Client Surveyor.  The role is to support the Client Surveying Manager in defining both the 5 year investment programme and individual project(s) scope. The team leads the briefing process for all new projects that will be delivered via two new Term Partnering Contracts (TPC) which commenced in late 2017.

The M&E Client Surveyor will undertake a technically-focused role in ensuring that the Capital Programme delivery team and the partnering Contractors are fully briefed as to the expected scope and performance of design works for each individual project.

The M&E Client Surveyor will act as the day-to-day lead for all technical issues relating to the planning of general building refurbishment projects (internal & external) contained within the capital investment programme. The role will manage projects through RIBA Stages 0 (Strategic Definition) and 1-2 (Preparation & Brief), and also monitor and review ‘lessons learnt’ from completed projects.
The role will work closely with the M&E Team to assess the needs of our stock in relation to the mechanical and electrical systems that are in place and how best to prioritise capital works budget and appropriate programming of these works. The role will involve engaging with and influencing a range of stakeholders, including senior Housing, Planning and Real Estate officers within CityWest Homes and at the Council. The role offers the opportunity to effectively work ‘client-side’, whilst recognising that the team is also the ‘trusted advisor’ to the Council with regards to its significant housing portfolio.
The ideal candidate will be educated to degree level in an Engineering related subject and will have worked in a similar role in the past. As such you will be able to demonstrate a good working knowledge of mechanical and electrical systems and how to assess them as well as the process of condition surveys and how the Landlord and Tenant Act impacts on this. You will ideally hold relevant professional membership (CIBSE, RICS, CIOB or equivalent) and will be confident in working with a wide range of people and delivering on a range of tasks.

CityWest Homes Ltd are currently in the process of transferring Housing Services back under direct council employment. Please note that whilst appointments will be made to CWH prior to 31 March 2019, any employees of CityWest Homes Ltd in post on 1 April 2019 are likely to transfer to Westminster City Council on this date.
