We are seeking a committed and dedicated Technical Officer to carry out water sampling and water risk assessments for the District's private water supplies. Your role will be to ensure that the Council complies with their legal requirements in this area and provide a quality customer service to those residents and businesses that use non-mains water.

The role is a part time, permanent position working 18.5 hours per week and in return you will receive a competitive salary pro rata of GBP22,632 to 27,636 per annum plus excellent benefits.

About the Technical Officer role

The role also includes undertaking investigations into land drainage and flooding issues and answering land charge searches relating to environmental matters. You may also be requested to assist professional staff from time to time in carrying out their functions within Environmental Health.

You should have some knowledge of water supplies, be enthusiastic about learning more and have a logical approach to conducting investigations. You will be part of a team but, using your own vehicle, you will also be working on your own in the district for part of the time.

Your duties as our Technical Officer will include;

- Plan and undertake monthly routine sampling regime and also respond to requests for water samples to be taken from private water supplies

- Respond to work requests in connection with Private Water Supplies, including the regular sampling and evaluation of results

- Undertake such technical or other investigations as required to seek to assess the cause of any issues involving poor water quality

- Identify, investigate and assess private distribution systems as required by the legislation

- Compile and send out annual PWS Questionnaire, log results

- Complete the annual return of statistics to the Drinking Water Inspectorate within the timescale required

- Carry out functions relating to delivery of the Council's statutory air quality duties

- Undertake duties in relation to the Council's energy efficiency measures

- Assist the Sustainability Manager in reacting to work requests in connection with land drainage and flooding issues

- Undertake such technical or other flood alleviation investigations as required

- Carry out the land drainage functions of the Council as a Land Drainage Authority under the Land Drainage Act 1991

- Communicate with members of the Council and professional and administrative officers internally, and with members of the public, contractors, Essex County Council and other local authorities and agencies externally

- Using the land Charges Information Systems, carry out Contaminated Land, Radon and other relevant Searches, ensuring that deadlines are met

Our ideal Technical Officer will have the below skills and experience;

- Good general education to include Maths, English, Chemistry and Biology

- Experience in using and maintaining Excel spreadsheets, Access databases, letter and report writing

- Water sampling experience (desirable)

- Valid driving licence and access to own vehicle

- Enforcement experience

- Knowledge of local authority and water authority

- Proven analytical skills

- Ability to undertake investigations .and to work in a logical manner

- Ability to understand and interpret relevant legislation

- Strong team working skills

- Ability to work on own initiative
