Dept: Dstl/AWS

We are looking for a SC cleared Operational Researcher with experience in the provision of expert analysis and modelling expertise in Above Water Warfare studies (e.g. FMAD, Type 31e and Maritime Survivability).

This role is within the Air and Maritime Environment Group of the Defence Security and Analysis Division, which is the MoDs source of best practice for decision support analysis and advice across Dstl, especially within the Air and Maritime environments. The Group maintains a broad-based analytical and systems thinking expertise supporting major procurement decisions, military operations and strategic decision-making.
The requirement comes from a number of key future Above Water Warfare (Surface Warfare ,Fires and Anti Air Warfare) studies requiring expert modelling and analysis, resulting in a demand for an experienced resource. A range of studies need modelling undertaken during this time but the driving requirement is from the high priority fast paced T31e programme. The Group currently has insufficient SQEP resources to meet this demand. In particular the transtion from the old THREEDIM model to the use of the SADM model for Anti-Air Warfare analysis requires additional expertise in the model, the AMEG Group currently has only 2 SADM analysts who are both still building their expertise (i.e. are not full practitioners) and are only partly available to support the model due to high priority demand elsewhere. Use of new graduates and further recruitment planning has begun to address the shortfall but with expertise required in the short term (T31e programme) an experienced CTW is necessary to meet the short term requirement and help build the required internal capability, ensuring projects continue to be delivered on time with sufficient technical quality.

Key tasks:

-The role will range from undertaking tasks as directed by the Project Technical Authority (PTA) to being delegated responsibility from the PTA for leading, on a day-to-day basis, several strands of work. Under this new contract, specific tasks will include:

1.Provision of expert analysis and modelling expertise in Above Water Warfare studies, and;
2.Focussing on building a future SQEP in the use of the SADM model, and;
3.Providing expert support to Complex Weapons and Fires Projects.

-This role requires the individual to develop and maintain positive, professional and trusting working relationships with a wide range of stakeholders and customers across Dstl divisions, the MoD community, and beyond.
-The role includes helping stakeholders and customers to fully understand their problems and developing cost-effective solutions. The successful candidate will deliver high quality advice to key decision-makers, supported by robust analysis evidence.

-Experience in the provision of expert analysis and modelling expertise in Above Water Warfare studies (e.g. FMAD, Type 31e and Maritime Survivability);
-A good understanding of systems thinking / engineering skills;
-An ability to build future SQEP in the use of the SADM model;
-Experience of developing and implementing analytical tools, models and techniques (including soft & hard methods) applicable to strategic-level BoI, through campaign-level analysis, to system-level analysis;
-Knowledge of GBAD, ABAD and particualrly MFAD effectors (platforms and weapons), their enablers (sensors, command, control and communications) and Concepts of Operation;
-Extensive experience of AD analysis, including force mix and total system performance analysis;
-Experience of working with and influencing a wide range of MoD customers and stakeholders including Front Line Commands, MoD Head Office, Director Scrutiny and DE&S Project Teams;
-Confidence in presenting to and engaging with senior stakeholders;
-Evidence of delivering high quality outputs to
