We are looking for a SC cleared MCIPS Commercial Manager with experience of the MoD/DEO & private finance.

You will:

-Support the Head of Commercial for Defence Estate Optimisation (DEO) in delivering commercial support and advise to the DEO programme.
-Work collaboratively with subcontractors and colleagues to ensure a consistent and quality delivery of a cost effective and customer focused service.
-Expand, preserve or improve procedures, standards or policies whilst sticking to regulatory guidelines.
-Be responsible for identifying and delivering appropriate commercial strategies as required.
-Be responsible for the development and preparation of tender related documents including (but not limited to) the following: Statements of Requirement; Business Cases; Tender Evaluation Plans; Requirements of Response; Technical Questions; Sensitivity Analysis; Price Matrix; Conflicts of Interest Management Plans.
-Manage the commercial performance of all projects and contracted activities.
-Proactively contribute to commercial strategy development and contractual negotiations.
-Ensure that the financial aspects and impact of a contract are clear to all parties.
-Ensure all projects and contracted activities are delivered in accordance with the contract.
-Ensure that all stakeholders understand and adhere to contractual obligations.
-Resolve contractual and commercial problems and provide accurate cost advice and financial reporting, including financial KPIs and clearly articulate project needs on a scheme by scheme basis.
-Pro-actively contribute to value management and value engineering studies.
-Highlight areas that are not complying with regulation practices.
-Be responsible for DEO tendering best practice toolset with Commercial Working Group (CWG) and for preparing the DEO industry Engagement Approach with CWG .
-Be responsible for preparing and delivering the Commercial content for Industry days.
-Be responsible for improving the understanding of DEO and commercial activities articulating the issues with the commercial approvals process.
-Be responsible for planning commercial activity to support the programme and for reviewing DEO commercial strategy quarterly.
-Be responsible for reviewing the DEO Commercial Strategy quarterly.
-Be responsible for production of the Capital Works Commercial Strategy.
-Deputise for the Head of Commercial at DEO meetings as necessary.
-Report progress to plan and escalating issues through Project Management Office.
-Be responsible for production of the Capital Works Commercial Strategy and deputising for the Head of Commercial at DEO meetings as necessary.
-Report progress to plan and escalate issues through PMO
