You will work closely with managers within the Health and Social Care Partnership to deliver effective joined up services aligned to the needs of the Partnership for quality assurance/Social Work contracts including monitoring quality of service provision, facilities available and maintain a link with the Care Inspectorate and other statutory bodies.
Requirements Prospective applicants should have extensive relevant working experience in contracting, commissioning and quality assurance within health and/or social care with an understanding of work in a political environment. The successful applicant should have a track record of effective corporate working, expertise in preparing and analysing very complex information, extensive management experience, budget and performance management and effective management of change.
Applicants should be educated to SCQF level 9 which includes a degree or equivalent, professional qualification or equivalent in a subject relevant to business services.

Responsibilities
You will have responsibility for the effective delivery of a very diverse range of essential services to the Health & Social Care Partnership services , including the management of business information systems including:
  • Lead and continued development of the Health & Social Care Partnership's quality assurance framework and contract monitoring for care services The post holder will have a critical role in partnership working with locally based organisations (including NHS Fife and Voluntary Sector partners), Central Council Services and external care providers.
  • Provision of performance, financial and management Information aligned to the Partnership's Strategic Plan. Analyse and present diverse and complex information
  • Procurement and Tendering to achieve Best Value and meet Partnership priorities, complying with EU Procurement legislation and to provide support for the Partnership's commissioning intentions;
  • Supporting the Service Monitoring Officer role for the Partnerships ensuring the appropriate application of the M & E Framework; and representing the Partnership on the corporate group overseeing grant-funding and to develop and monitor Service Level Agreements;
  • Ongoing development and continuous improvement of policies and processes around Management Information Systems
  • Payment & Billing (including Foster Care and Direct Payments). A significant percentage of the Partnership's gross budget is expended on care services purchased from Third Party Providers, and this percentage is likely to increase. Effective and controlled expenditure is therefore crucial to best meeting Service User need and the Contracts management team will play a lead role in this.
You are also responsible for taking any necessary action to ensure that all staff directly managed, or for whom the Team Manager has a functional overview, operate to appropriate professional standards and within budget.
Have an in-depth working knowledge of current legislation, e.g. EU Procurement legislation, Community Care Act 1990, Mental Health Act, Vulnerable Adults Protection Procedures, National Assistance Regulations etc., keeping abreast of any legislative changes that impact on Service delivery.
The successful candidate will have to demonstrate a proven experience and understanding of quality assurance within social care services, as well as extensive relevant working experience and understanding of work in a political environment.
They will have a proven track record of effective corporate working with an expertise in preparing and analysing very complex information.
Extensive management experience, in addition to budget and performance management is essential. The successful candidate will be able to provide effective management of change.
