JOB PURPOSE
The purpose of this role is to manage and coach a team of business change analysts, who provide comprehensive business analysis and business change support to a range of business projects, as per the Police Scotland 2026 Strategy.
Extensive experience of the end-to-end project lifecycle in large complex organisations and an understanding of the associated application of change management approaches, is vital for this post holder.
Coach business change analysts on a wide range of skills including: requirements definition, process mapping, gap analysis and workshop facilitation etc. to develop a team recognised across the organisation for expertise and excellence in their field.
Support and encourage an environment of continuous improvement within the team and through the project work/products delivered; provide quality assurance to the products delivered to the project, ensuring project timescales are met.
Flexibility will be essential in this role, as there may be a requirement to conduct some of the more complex business analysis, whilst developing advanced skills within the team.
The ability to establish and maintain good working relationships within the Change Team and across the organisation with key stakeholders will be pivotal to success. Strong communication skills, written and verbal, are key.
ACCOUNTABILITIES AND MAIN RESPONSIBILITIES
1. Line management responsibility for a team of Business Change Analysts.
2. Provide coaching on a range of business analysis tools and techniques to develop recognised expertise and excellence within the Change Function.
3. Provide feedback and coaching to the Business Change Analysts on 'how' they deliver, ensuring behaviours align with Police Scotland values.
4. Support the collaborative development of a best-practice suite of analytical tools and techniques across the range of business analysis methodologies.
5. Quality assure the analysis conducted by the BCAs to ensure appropriate application of analytical techniques.
6. Quality assure the products delivered by the BCAs to ensure they meet quality standards.
7. Collaborate across the Change Function to deliver and achieve goals.
8. Conduct complex business analysis to meet the needs of the Change Function, as required.
9. The ability to multi-task, providing subject matter and behavioural coaching, conducting line management activities and undertaking analysis, when required.
10. Build trusted relationships with key stakeholders and project resources at all levels.
11. Provide reports as required, and ensure all outputs meet programme requirements.
12. Meet all standards and reporting requirements as per the approved framework standards set by the Portfolio Management Office (PMO) and governance are adhered to at all times.
13. Will be responsible for managing and assessing risk within all areas of responsibility.

ESSENTIAL ATTRIBUTES :
Formal Business Analyst Qualifications E.g. BCS (ISEB) diploma.
Educated to HND level (or equivalent).
OR
In the absence of formal qualifications proven experience working on large, complex, cross functional projects/programmes is essential.
Personable, pro-active, professional and able to demonstrate full commitment to exceptional customer care and service in all activities.
Excellent written/oral communication skills for reports and presentations.
Support project activity which may comprise of staff from across the organisation.
Ability to communicate, interact and build effective relationships at all levels of the organisation.
Ability to work closely with colleagues in other corporate support functions.
Excellent communication skills.
Excellent attention to detail.
Facilitation and presentation skills.
Excellent IT skills in Word, Excel, PowerPoint, and MS project.
The ability to coach the BCAs in all aspects of analysis.
Strong knowledge of the IT/HR delivery lifecycles, associated methodologies and their practical application.
Proven recent experience as a Senior Business Change Analyst supporting complex, cross functional programmes/projects.
Experience of analysis, analytical tools and problem resolution.
Demonstrate experience of line management including absence and performance management.
External and Internal stakeholder management experience.
Experience and demonstrable application of project delivery methodologies.
Experience of working with 'Virtual' teams cross function/cross business and geographies.
DESIRABLE ATTRBIUTES
Excellent written/oral communication skills for reports and presentations.
