HMRC implemented changes to the way intermediaries legislation (IR35) is applied to off-payroll working in the public sector from April 2017. The intermediaries legislation applies to workers engaged through their own company, i.e. a Personal Service Company (PSC).
These changes moved responsibility for taxation to the engaging Local Authority where previously it was the responsibility of the individual to ensure they paid the correct tax.
In order to maintain HMRC compliance, Leicestershire County Council are recruiting for a HR Compliance Advisor to specifically address IR35 and employment taxation regulations. The role will be responsible for managing the process by which off payroll workers are engaged, assessed and compensated.
Working with managers, a crucial element of this post will be to monitor and report on our IR35 requirements. This post will also design and develop toolkits and guidance for managers on organisational obligations.
The post will sit within the People Services department and report to the HR Data Manager within the HR Strategy and OD Team, and as such the post holder would also be required to contribute to the HR compliance agenda.
The ability to build and develop relationships with key stakeholders is vital. This would include Finance, Procurement and HR & OD Business Partners.
Key skills also include the ability to manipulate large datasets, and to present this in a format which can be understood by a variety of different audiences.
