Artis HR are currently supporting a business in central Bristol with the recruitment of an Internal Recruiter, this is a 6 month FTC full time role paying GBP18-20,500 pa.

Recruitment and workforce resilience have been identified as key to the achievement of our strategic and operational objectives. We are looking for a creative and highly professional Resourcing Specialist to take a significant role in a comprehensive review of recruitment and temporary staff.
We're looking for someone with ideas and the drive and determination to implement them, the ability to calculate and respond to risk and the strength of character to correctly judge a situation and ensure that others buy into that way of thinking. The Resourcing Specialist will be a key customer and candidate-facing role. Its primary focus will be the provision of high quality, innovative advice and solutions aimed at ensuring our client finds, appoints and retains the right people.

Key Responsibilities
*In partnership with HR colleagues, customers and partners, make a significant contribution to an initial review of the business approach to resourcing. Be instrumental in leading the implementation of the changes agreed alongside the Resourcing Manager and Recruitment Projects Advisor as appropriate.
*Provide high quality, professional and business focused recruitment advice to managers at all levels. Challenge decisions where necessary with the support of your manager and use judgement to flex and interpret policy and process ensuring the business runs a fair and transparent recruitment service which meets the needs of candidates and recruiters and which ultimately secures the best candidate for the job.
*Help devise creative solutions to recruitment problems, such as hard to fill posts or those with a high churn rate.
*Maximise the benefits of online recruitment and other technological solutions ensuring the business exploits available functionality. The organisation's candidate facing application service is already online. Increasingly technologically savvy candidates will expect an accessible, fully automated end-to-end process
*The Resourcing Specialist will therefore seek opportunities to improve the online candidate experience whilst providing an efficient, easy to use framework for recruiters.
*Significant input into the design and implementation of a fit for purpose recruitment process. The process will be lean, easily understood by candidates and recruiters, compliant, flexible and responsive.
*Develop the use of innovative selection methods. Standard selection methodologies are not always the best determinant of performance on the job. The Resourcing Specialist will help design and implement a range of assessment and selection options aimed at increasing the likelihood of the appointment of high performing candidates with a good fit with the business values and behaviours.
*Working alongside the Resourcing Manager and the Recruitment Projects Advisor, the Resourcing Specialist will oversee internal and external direct and agency recruitment processes. The service will be highly regarded by users and clearly demonstrate its contribution to the success of the organisation reducing time and cost to hire, mitigating the risk of unfilled or wrongly filled positions and delivering outstanding candidates.
*Ensure candidate facing communications meeting relevant accessibility standards.
*Work with recruiters to develop job descriptions, person specifications, adverts and other recruitment materials.
*Co-ordinate the job evaluation process, maintaining a library of job descriptions and evaluations. Undertake evaluations and apply these skills when advising recruiters over job design, structure and size.
*Using appropriate benchmarking tools, provide pay and benefits advice to managers ensuring the business is able to attract and retain good staff.
*Via the development and delivery of appropriate training and support, develop internal capacity and skill in recruitment and selection. Empower recruiters to make confident and appropriate resourcing decisions.
*Collate and analyse campaign and quarterly recruitment data to identify messages and assure equality of process. Work with colleagues in HR to develop a set of regular recruitment reports. Provide accurate and well presented information to a range of customers including the Board, Senior Management Team and Equality and Diversity Leads.
*Manage relationships and contracts with suppliers. Seek preferential terms and negotiate rates ensuring value for money.
*Working in partnership with the internal marketing and communications team, work to develop as an employer of choice and our online brand.
*This includes the creation and maintenance of a talent pool and the use of online resources such as Twitter and Facebook enabling us to reach all groups, to achieve selection efficiencies and to fill posts quickly and to minimise the impact of empty posts
*Work with operations and finance to agree an establishment change process enabling appropriate changes to agreed staffing budgets
*In partnership with budget holders and recruiters, ensure that all recruitment is either within the agreed budget envelope or is put through an appropriate establishment change process.
*To supervise the work of the Assistant Recruitment Advisor.
*Oversee temporary resourcing (Bank) to ensure day to day processes are being carried out effectively by the full time Bank administrator.
*Assist the Resourcing Manager in analysing data to improve workforce resilience in the organisation.
*Oversee projects as assigned by the Resourcing Manager to improve the Bank Office processes.
