Ofcom is the regulator for the communications services that we use and rely on each day. We look after the airwaves used by wireless devices like cordless phones, walkie talkies and even some car keys and doorbells. 

Team Overview 

The Programme Making and Special Events team (PMSE) support consumers to legally and responsibly utilise spectrum within the UK. The team provide an exceptionally high standard of customer service and technical coordination to thousands of consumers annually in line with the Wireless Telegraphy Act 2006. 

Purpose of the Role 

To technically coordinate and license spectrum use for PMSE consumers in line with the Wireless Telegraphy Act 2006. Working collaboratively with PMSE consumers, as well as internal Policy and Enforcement colleagues, you will be responsible for the efficient coordination and planning practices as part of the end to end licensing process. 

Requirements of the Role 

- Radio Frequency (RF) planning and coordination for PMSE Stakeholders on a BaU and Major Event basis in line with KPI requirements 
- Produce efficient spectrum plans in line with application requirements using manual engineering methodology as well as some automated planning tools 
- Technical and administrative support for PMSE consumers via the phone and email as well as face to face 
- Proactive stakeholder engagement and management 
- Fast and effective resolution of consumer broadcast problems, seeking collaboration and input from users and colleagues where needed 
- Track policy & spectrum licensing changes to provide up to date and accurate information to stakeholders 
- Take responsibility of incoming interference calls, ensuring all actions are completed in line with KPI timeframes 
- If required, attend allocated Major Events to ensure licence conditions are being adhered to and support consumers with technical difficulties which could impact live performance. 
- Where necessary, utilise Enforcement Powers liaising closely with PMSE and Enforcement Managers 
- Promote an effective Safety, Health and Environment culture, to ensure a safe and healthy working environment within area of operation 

Skills, knowledge and experience 

- Experience of RF engineering practices, including propagation methods and modelling 
- Experience of a broad range of analogue and digital broadcast equipment and modulation techniques 
- Excellent communication skills both verbal and written 
- Strong stakeholder engagement skills with the ability to build and maintain robust relationships 
- Excellent attention to detail with good organisational and prioritisation skills 
- Strong problem solving skills with the ability to implement solutions, in a busy operational environment 
- Appreciation of and desire to promote Ofcom's values of excellence, agility, empowerment and collaboration 

Qualifications 

- A Level qualifications (or equivalent) in a scientific discipline (preferably Physics) 
- Engineering or Broadcasting degree (or equivalent) e.g. Electronic Engineering, Principles of Radio Site Engineering, Sound Engineering or Production
