The post holder is responsible for capturing the relevant information to ensure full collection of Contract Income from Commissioners amounting to cGBP345m per annum. This income covers the majority of the income that the Trust earns from clinical activities commissioned by and provided to CCGs and other commissioners. This includes inpatient, outpatient, A&E, critical care services and other acute services.

The role is a senior financial position in respect of contract income and requires a high degree of interpretation, communication and influencing skills. The role provides a pivotal link between the activities of the organisation and the income which they earn.

As a result working relationships are required with:

  • Commissioning and Finance staff within CCGs including Directors of Commissioning and Finance;
  • Clinical Directors and General Managers;
  • Information Department including the Head of Information; &
  • Chief Operating Officers office - including the performance team.

Externally, the post holder is responsible for ensuring the timely, accurate and complete production of in year monitoring information to the commissioners. This is to comply with nationally mandated external timetables and rules in particular Treasury Guidance and the "flex and freeze" deadlines imposed by DH. The post holder is expected to proactively identify potential in year issues, to address these in an appropriate manner and to resolve them in the best interests of the Trust. This requires that good working relationships are built with senior finance and commissioning staff, which are based on mutual trust, integrity and professionalism.

The post holder will ensure the Trust follows the guidance and recovers the income due under PbR, and that its financial systems and procedures are properly aligned with the requirements of PbR. This includes providing advice and support to senior management and clinicians within the organisation, liaising with senior colleagues in Information and Planning and Performance, and liaising and negotiating with senior commissioning colleagues.

The post holder is responsible for consolidating the information around activity and income to support production of the Trust's annual budget as part of the annual business planning cycle which culminates in the submission of the Annual Plan to the Board and Monitor.

The post holder is required to be the organisational lead on the Payment by Results system, under which the majority of the Trust's contract income is earned. This is a highly complex and changing system and requires constant updating of knowledge, participation in professional networks, and an ability to interpret complex DH guidance.

Internally, the post holder must ensure that accurate, timely and complete management information is provided to the Clinical Divisions on the contract income which they are responsible for delivering. This includes the maintenance of budgets, recording of income on the ledger and providing monthly financial information to Clinical Divisions and the interpretation of this.

Act as the pivotal organisational PbR lead specialist for production of a comprehensive monthly contract income performance report encompassing financial and non-financial aspects of the Clinical Division(s)/budgets under review in accordance with the agreed timetable. Ensure highly complex DH/Monitor guidance is adhered to in all reporting.

For the Clinical Divisions, the post holder will work collaboratively with the Heads of Finance to ensure systems for income generation are effective and appropriate.

This includes;

  • Identifying and maximising new income generation opportunities
  • Maintaining effective and timely routes of communication for income opportunities/invoicing of income due to the Trust
  • Ensuring services provided recover their full costs
  • Maintaining a detailed register of contract income streams
  • Monitoring and actively assisting in the recovery of contract income debt.
