Umbrella rate: GBP35.00 an hour
Working on behalf of a Local Authority, Aatom Recruitment has an excellent opportunity for an experienced Parking Operations Manager on a 2 month contract with a possibility of an extension. They would like someone who has the experience and knowledge in the following:
Purpose of the role -
* Management of the Car Parks service; comprising off-street car par, on-street parking places, cash collection counting and banking, payment equipment maintenance and general maintenance and safety of the parking facilities whether via an in-house team or contractor.
* Management of the Parking Operations team ensuring agreed team plans and performance targets are delivered and that a culture of putting our residents first and continuous service improvement is maintained.
* Ensure all parking restrictions are effectively patrolled and enforced by the parking enforcement contractor, or via an in-house team, in accordance with legislation, London Tribunals, Council policy and within the statutory timescales.
Duties and Responsibilities -
* Manage the council's parking enforcement and car parking service in accordance with legislation, best practice guidance and Council policy.
* Draft good quality correspondence on parking operations matters clearly setting out the basis for decisions.
* Maintain knowledge of new parking technology and relevant civil enforcement legislation and ensure that any LBH enforcement / Penalty Charge Notice (PCN) systems and processes are amended and implemented to reflect changes and developments in civil parking enforcement legislation.
* Provide performance, quality and statistical data and information for parking operations matters, and produce accurate and well presented statistical reports and analysis of the contract and in-house staff performance.
* Regularly review and update procedures and make recommendations for service improvements. Introduce any new procedures as required.
* Ensure that documents and computer records are efficiently catalogued and tracked facilitating easy retrieval.
* Prepare an Annual Parking Report and Transparency Report in accordance with legislation and best practice for approval by the Council. Publication of the draft reports following approval.
* Responsible for responding to Freedom of Information requests, Members' enquiries, and providing expert advice in relation to queries or advice about parking enforcement or car parking service matters and draft responses to complaints.
* Work with service contractors and other local authorities to resolve any service issues and ensure that the council's parking operations service reflects and works to parking enforcement industry standards.
* Responsible for the selection, development and performance of the Parking Operations teams in line with the Council's HR policies.
Knowledge, Skills, Qualifications and Experience -
* 5 GCSE's or equivalent including English and Maths
* City & Guilds Level 3 Award in Notice Processing.
* Proven experience of parking enforcement legislation and processes (2 years minimum).
* Management and supervision of a team.
* Proven experience of management of parking facilities and related operations.
* Experience in preparing ICT test plans and carrying out ICT system testing and Disaster Recovery planning and testing.
* Management of an out-sourced parking enforcement contract service.
* Specialist knowledge of civil parking enforcement (CPE) legislation, parking adjudication processes and guidance.
* The maintenance, analysis and reporting of statistical information
* Good ICT skills
* Proven ability to work well in a stressful environment and effectively deal with complaints and conflict
* Proven use of Parking PCN Software package (Si-Dem)
* Project management skills
* Organised and methodical
