Job Description:

The role of the Functional Development Manager, Group Export Control, is to ensure the function is achieving its mission and moving towards its vision through delivering the strategy through the existence and further development of an Export Control Function. The role will have impact within GEC, the Export Control Function generally, with senior internal stakeholders and externally, especially with industry partners.

* Create, implement and manage an approach to risk management and self-assurance within the export control function.
* Play a leading role in the Export Control Function and in particular with the other members of the GEC team and Export Control Functional Council in achieving our aims and objectives. Also, collaborate more broadly within other functions and externally in order to gain insights that will assist achieving functional objectives or deal with complex problems.
* Define and manage the Talent Review process and associated activity within the export control function.

* Create, implement and manage the approach to communications and engagement to ensure that people at all levels of the company understand what export control is, why it matters, when it affects them and where they can get support and advice. Export Control Functional Council operates in line with OF requirements and objectives achieved.
* Develop and implement an approach to Talent Management using internal/external best practice.
* Coordinate and oversee Talent processes
* Devise an approach to GEC governance / reviews and ensure it is implemented effectively.
* Ensure functional governance is reviewed and fit for purpose (such as the Con Ops etc).
* Create and maintain an internal stakeholder engagement and communication plan (and externally as appropriate) to understand: (i) what export control is, (ii) why it matters, (iii) when it affects them (iv) where they can get support and advice from (v) the roles and responsibilities of the function and within GEC (vi) the value add of the function and GEC.
* Create and/or collate functional information and material from a number of sources to ensure timely delivery of information to key stakeholders using the appropriate medium.
* Create intranet content and architecture, ensuring content is current.
* Create and own PM plan for various GEC projects as agreed with Group Head of Export Control, to include procedures streamlining phase II.
* Create and Project Manage internal and external export control stakeholder events (i.e. the Industry Forum, or similar). From concept phase, though to delivery, ensuring key stakeholders are engaged and funding approved.

Qualifications/Experience:

* Business Change background
* Experience within the Defence industry or a similar industry with significant operating regulations.
* Relevant Project Management skills and experience
