Provide leadership to support the provision of special education programs and services through the interpretation and implementation of highly complex legal and regulatory compliance mandates and other federal and state legislative driven requirements that pertain to the free appropriate public education of students that present with a disability., 1. Lead the development, implementation, and evaluation of a comprehensive special education program as appropriate under the provisions of Individuals with Disabilities Education Improvement Act (IDEIA). a. Lead and support the coordinated planning, implementation, and evaluation of system-wide comprehensive special education programs. b. Lead and support the development of special education curriculum and instructional practices that are coordinated and articulated with the system's Academic Knowledge and Skills (AKS) defined curriculum. c. Lead and support the collaborative and coordinated improvement of special education programs. d. Support the local school delivery of coordinated special education instructional services. 2. Lead the administration of a strategic special education program. a. Represent the department in division and central office meetings, as well as in other appropriate settings. b. Work collaboratively with local school and central office staff to meet the district's mission and objectives that include, but are not restricted to, special education programs. c. Lead and support the district's compliance with all relevant special education regulatory framework. d. Evaluate and guide the work of the directors in the department. e. Participate in the recommendation of personnel appointments to the department. f. Lead the development, implementation, and management accountability of the departmental budget. g. Lead and support the coordinated work of the departmental staff. h. Lead and support professional development activities for special education leadership staff that are coordinated and articulated with the district's strategic direction for professional development. 3. Support and collaborate with the Associate Superintendent of Curriculum and Instructional Support, CEO/Superintendent, and the CEO/Superintendent's Cabinet. a. Function in a supportive and collaborative manner as a divisional team member. b. Function in a supportive and collaborative manner with the CEO/Superintendent and the CEO/Superintendent's Cabinet. 4. Communicate effectively with all internal and external audiences as needed to support the district's vision, mission, and goals. 5. Perform other duties as assigned. Valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission. Education Master's degree in related field required. Specialist or doctorate degree in related field preferred. Skills Functional understanding, knowledge, and skills appropriate to lead and support the full implementation of Individuals with Disabilities Education Improvement Act (IDEIA); ability to lead, support, and resolve IDEIA framed grievances and conflicts through mediation and due process administrative hearings; leadership behavior skills appropriate to solve complex problems; ability to organize and manage time, personnel, fiscal, and material resources; ability to communicate effectively with an array of diverse customers and audiences; and ability to pose flexible and creative ways of solving problems. Work Experience Five years leadership and administrative experience required. Experience in leading and supporting special education programs and services preferred.
