Emergency Services Mobility Communications Programme (ESMCP)

There is a requirement for an operational business lead to work on ESMCP to influence and deliver an exciting and innovative programme of work. The aim of the programme is to implement the necessary technological changes required for the replacement of Airwave to the ESN solution and to introduce sufficient business change (people and process) to ensure that Cumbria Constabulary can fully exploit its capabilities.

The role will be required for up to 12 months to work with the established Programme Team to deliver the replacement of Airwave with ESN. The successful applicant will work under the direction of the Senior Project Manager and Senior Responsible Officer (SRO) and will be based at Police HQ in Penrith.

Role & Responsibilities

The post holder will be responsible for identifying and clearly articulating operational requirements (including specialisms) and recommending options for harmonisation and rationalisation (where applicable) following liaison with the business. They will then assist in the development of solutions and options in conjunction with the team. The role is primarily focused on realizing the resultant benefits by embedding that capability into business operations and facilitating business changes to exploit the programme capability.

The post holder will have autonomy to make tactical decisions (which will impact local processes and procedures) and will be expected to do so where appropriate, ensuring that operational interests are represented and respected, escalating decisions or concerns if required. Moving forward, the post holder will provide support, advice and guidance to operational colleagues during the transition, and will act as a key change leader throughout.

The post holder will provide briefings to senior police colleagues up to and including the Chief Constable. The post holder will also carry out all internal and external stakeholder management for ESMCP - this includes collaborative Regional working, local police users, management teams etc., and external groups if required.

Knowledge, Skills & Experience

The successful candidate will have:

* A sound understanding and experience of utilising and implementing ICT solutions in policing;
* A proven ability to demonstrate lateral thinking, flexibility and openness to change;
* Exceptional communication and problem solving skills;
* Proven experience of effective working as part of a diverse team;
* Proven experience of independent practitioner level delivery of operational change in a large complex organisation

Eligibility

You must have experience and understanding gained within the Police Service or other 24 hour mission critical environment and a sound understanding of ICT capability and the issues surrounding the implementation of ICT in the Police service.

Applicants must:

* Meet minimum vetting requirements
* Ability to work flexible hours during critical times

Ability to travel to all locations to ensure user requirement are met and there is effective transition.
